Although Jiren was the main antagonist of the Tournament of Power arc, he wasn't really considered a villain due to him and his subordinates only really fighting for the survival of their universe. His nature as the greatest protector of Universe 11 and role within the story definitely portray Jiren as a very heroic figure who may just return some time in the future as an ally.

As such, Jiren's strength was truly legendary. When he awakened his Burning Ultimate Warrior state, he held his own against Mastered Ultra Instinct Goku for a time, and although he was undoubtedly weaker, his amazing Ki control allowed him to outlast Goku's greatest form. Plus, him being stated to be even stronger than Belmod makes him a God-Level hero in the eyes of many.

Strongest Form: Orange Piccolo

For many years, fans had been hoping for Piccolo to play a much more integral role in the story arcs going forward due to how beloved of a character he is. This prayer was finally answered in the Super Hero arc, when Piccolo unlocked his ultimate state that finally brought him to an equal level as the main Saiyans of the story.

Orange Piccolo is one of the most powerful heroes in the entire story, and his showing against Cell Max corroborates this narrative perfectly. Both Toyotaro and Toriyama had laid the future of the series clearly, in that the 5 main heroes are all supposed to be on the same level of overall strength, with Orange Piccolo being one of the strongest heroes in the multiverse.

Broly's Potential Is The Greatest Of Them All

Strongest Form: Full Powered Super Saiyan

As the greatest prodigy that the Saiyan race has seemingly ever known, Broly's monstrous natural strength was on full display in his fight against Goku and Vegeta, where he showed incredible power by taking on two users of Super Saiyan Blue simultaneously, which is made even more impressive when considering that this was his first ever proper fight.

Since then, Broly has joined Goku, Vegeta, Gohan, and Piccolo as a God-Level hero who stands at the vanguard of Universe 7 as one of its most staunch and powerful protectors. Admittedly, Broly has just learned to control his legendary power, so he is still inexperienced with it, but in terms of sheer destructive output and potential, none come close to him.

Granolah Turned From A Villain To A Hero Against Gas

Strongest Form: 2 Red-Eyes Form

In the beginning stages of the Granolah arc, the titular character made an important wish that changed the power landscape of the series. By becoming the strongest mortal in Universe 7, Granolah's strength reached unprecedented levels, which could be seen with how he was able to defeat Mastered Ultra Instinct Goku with a single hit despite being depowered due to his clone.

In his later battle against Ultra Ego Vegeta, he even matched the Saiyan Prince equally, as his final attack would have taken them both out. However, towards the end of the arc, Granolah realized that his true gripe was with the Heeters and Frieza, due to which he changed his ways and became an invaluable ally to Goku and Vegeta as well as another God-Level hero.

Vegeta Has The Most Offensively Powerful Form Of Them All

Strongest Form: Ultra Ego

Out of all the ultimate forms that the heroes now possess, Vegeta definitely wins in terms of having the coolest one. With Ultra Ego, Vegeta proved to have raw offensive power that made him even stronger than Mastered Ultra Instinct Goku despite never even using the form before, as his performance against Granolah was far greater.

Ultra Ego has made Vegeta's strength truly legendary as he can use the Destroyer God's Energy of Destruction while in this state, which allows him to use Hakai. However, Vegeta is still far from mastering this form, as it has many problems that still need to be ironed out to be made fully viable. Despite that, Vegeta is still a God-Level hero.

Gohan's Potential Awoke A Truly Terrifying Innate Power

Strongest Form: Beast Gohan

Ever since his very first appearance, Akira Toriyama had made it known that Gohan's innate strength was truly tremendous, and that he had the means of surpassing everyone else in power due to his potential. This was first seen with his legendary Super Saiyan 2 transformation, and the point was truly hammered home with the incredible Beast Gohan form.

Born from an explosion of rage that Gohan felt upon thinking that Piccolo had been killed, this state took Gohan's unmatched potential as a Hybrid-Saiyan and brought it to a level that far surpassed anything else. Not only did Gohan Beast effortlessly kill Cell Max, he also managed to match Ultra Instinct Goku in a spar, showing that the heroes going forward are more or less equal.

Strongest Form: Mastered Ultra Instinct

Although Goku had access to Divine Ki since the start of Superit wasn't until he unlocked Ultra Instinct that he would truly reach God-Level. Known as the ultimate Martial Arts technique of the multiverse that is notoriously difficult to master, even for the Destroyer Gods, Ultra Instinct makes Goku an unparalleled fighter.

Although the direction that the story is going in right now confirms the 5 main heroes to all be at a similar level of power, it stands to reason that Goku is likely a touch above the rest, owing to his time and experience with his new ultimate form. Due to mastering a technique that even the Destroyers have trouble with, Goku may be the strongest God-Level hero of them all.
