Over the years, Naruto fans met hundreds of characters, some of whom were much more important to the story than others. Many of these characters have returned in the new era of Borutos story, but sure Naruto characters never come back. A few characters have made brief appearances in the sequel series, but there's virtually no chance of them coming back either.
Many of these Naruto characters will not reappear because they have no role to play in the current story. Some of them can't come back because they probably died off-screen. Many of these Naruto characters played minor roles in the story, but one individual played a major role in Naruto's journey, while another is an iconic villain.

Package
When Kakashi overpowered Zabuza on the Great Naruto Bridge, he proved that he was the strongest character in the Naruto's Land of Waves Arc. That said, he wouldn't have been able to stop Zabuza without the help of Pakkun and the rest of his ninja dogs. Pakkun is a miniature pug, and his bite is strong enough to pin a Jonin down for a short time. He was later summoned during the Konoha Crush Arc and helped track down Sasuke and Gaara.
Pakkun appeared a few times in Naruto Shippudenbut aside from a brief appearance during the Five Kage Summit Arc, fans only saw him in fillers. Pakkun seemed old even when he was first summoned, and based on Akamaru's aging, it seems that ninja dogs have similar lifespans to regular dogs. Boruto takes place almost 20 years after the events of the Fourth Great Ninja War, so there is a strong chance that Pakkun has died of old age. Although he is still alive, it is unlikely that Kakashi will summon him again, as the former Hokage is no longer part of Borutos story.

Gamma bundle
It's true that Naruto learned some powerful jutsu after the ninja war, but Summoning Justu is still one of his most versatile techniques. When he first used the Summoning Jutsu, he accidentally summoned Gamabunta, who was arguably the strongest ninja toad at the time. Gamabunta's Water Style could cover a battlefield in water, and he was physically strong enough to take on a raging Nine-Tails and a completely unleashed One-Tail.
Gamabunta previously fought alongside Jiraiya and Minato, meaning he often fought against Kage-level threats when summoned. At the end of Naruto Shippudenit became clear that Gamabunta's son, Gamakichi, would be Naruto's new fighting partner going forward. Given the fact that Boruto summons snakes instead of toads, Gamabunta will not come to his aid. The only way Gamabunta could appear is if Koji Kashin summons him, but since Koji no longer appears to be an active fighter, this seems unlikely.

Yugao
As a member of Hidden Leaf Village's Anbu Black Ops, Yugao Uzuki is one of the village's most skilled ninjas, but she was hardly ever used. That said, she helped push back the invading force of Sand and Sound ninjas during the Konoha Crush Arc, and she was part of the Anbu that personally guarded Tsunade during Pain's attack. Yugao never revealed her ninjustu abilities, but she has seemingly mastered high level sword techniques
The Fourth Great Ninja War was the only time Yugao got meaningful screen time, but those were filler episodes. With the exception of Sai, New Era has largely sidelined Anbu Black Ops. There is no real reason to bring back Yugao, or any of the other named Anbu, especially since Adas Senrigan makes the Anbu's espionage and reconnaissance units obsolete.

Bake
Baki taught Gaara and his siblings how to be ninja, and he has sat on Gaara's advisory council to the Kazekage for over a decade. In the short time he fought on screen, Baki easily defeated a skilled Jonin like Hayate and fought on par with Genma, one of the Hokage's elite bodyguards. Based on his status and skill, he is easily one of Hidden Sand Village's strongest ninjas.
IN Naruto ShippudenBaki briefly took command of the village while Gaara was kidnapped by the Akatsuki, and he does not reappear until Gaara and his siblings go to the Five Kage Summit. Despite being a powerful Jonin, Baki did not participate in the Fourth Great Ninja War. Baki has not appeared in Boruto anime or manga, and considering that Kankuro has become Gaara's right-hand man, and that the story has now moved away from the Sand Village, Baki will probably never appear again.

Kurenai
Despite being one of the Narutos moist iconic female characters, Kurenai barely appeared in the series outside of fillers. Before her retirement, Kurenai was one of Leaf Village's top female Jonin, and the argument could be made that she was the village's best genjutsu user. She only retired after she learned she was pregnant with Asuma's child and decided to become a full-time mother instead.
Other than appearing to help Shikamaru deal with Asuma's death, Kurenai played no role in the second half of Naruto's story. In fact, the only other time she appeared was when she needed rescuing during Pain's assault. Kurenai appears briefly in Boruto anime, but this look had more to do with Mirai than her. Mirai has not appeared in Boruto since the time jump, and unless she gets screen time, Kurenai, who has no connection to any of the main characters, is even less likely to reappear.

Killer B
Killer B is a Perfect Jinchuriki who befriended Gyuki, the Eight-Tails. As a result, B can transform into the tailed beast whenever he wants without losing control, and he has access to all of Gyuki's chakra. Killer B can also perform the Tailed Beast Ball, which is powerful enough to destroy an entire ninja village. This technically makes him one of the few Naruto characters that can beat an entire army.
Killer B played a major role in Naruto, as he was the one who helped teach Naruto how to beat the Nine-Tails and harness its power. Besides Himawari, Killer B is the only remaining Jinchurki i Borutoand he appeared briefly when engaged to Momoshiki Otsutsuki. Fortunately, he survived the encounter. Despite his strength, B has not been mentioned at all when it comes to fighting the sentient god trees, so the likelihood of him seemingly dealing with them is minimal. There's also no reason for him to show up to help Himawari either, since she already seems like a natural Perfect Jinchuriki.

Choza Akimichi
Choza is the former head of the Akimichi clan and Choji's father. During the Konoha Crush Arc, he crushed several sand ninjas, and he helped discover the secret of Nagato's Almighty Push as he fought against the Deva path alongside his son and Kakashi. While fighting in the Fourth Great Ninja War, he defeated dozens of White Zetsus and held back the Gedo Statue with Choji.
Choza is the last surviving member of the former Ino-Shika-Cho trio, but he has not appeared in Boruto anime or manga. This is strange because he would definitely help his granddaughter with her training. He would also have helped Choji find medicine when ChoCho got really sick. By all accounts, Choza is still an active Jonin, but considering the fact that he hasn't appeared when Kara or the Sentient God Trees infiltrated the Leaf Village, he will probably never appear in the new era.

Hidan
Hidan was the most sadistic member of the Akatsuki and a devoted follower of the Jashin religion. He successfully conducted Jashin experiments which led him to become one of Narutoimmortal characters. Jashin also gave Hidan his signature curse technique, which he used to defeat Asuma and the former Jinchuriki of the Two-Tails.
In terms of ninjutsu overall, Hidan wasn't that impressive, but he was still a Kage level threat. Shikamaru managed to catch Hidan and blasted his body apart with explosive spikes. He was then buried alive in the Nara clan forest. Most Naruto fans assume that Hidan is alive because of his immortality, but creator Masashi Kishimoto has said that Hidan can still die of hunger. Hidan has been buried for about two decades, so he's long dead. That means he won't be making any surprise returns in the new era.
