The strongest Haki users in the Marines, ranked

It's no secret that, with Final War of One Piece Drawing closer with each passing chapter, the forces of the pirates and the World Government begin to mobilize. Considering how the Navy acts as the main military arm of the World Government, it is clear that the Marines will play one of the biggest roles in this legendary conflict.

However, it seems that while most marines are strong due to their Devil Fruit abilities, they are severely lacking in powerful Haki users compared to the pirates. Despite this, there are some current, and some former, members of the Marines who have some of the greatest Haki in them One Pieceso let's take a look at who they are.

Smoker has demonstrated Haki skill

Current Status: Vice Admiral of the Navy

Smoker is a fan-favorite Marine who, unfortunately, hasn't been seen in the story for quite some time. Fans often joke that his role in the story is just to get beat up, but the truth is that he is quite a powerful fighter who possesses a Logia Devil Fruit ability. Although this is the majority of his power, he has shown skill with Armament Haki in his fights after the time jump, and has even shown the ability to use Observation Haki when he sensed Tashigi's lack of power, making him an important figure in the Final War.

Ryokugyu became admiral because of his strength

Current Status: Admiral of the Navy

After the time jump, there were two vacant admiral positions in the fleet, one of which was filled by Ryokugyu. Of course, he has only been shown very sparingly, even during which he did not show any special skill with Haki. However, Green Bull is known to be an extremely powerful character who is confirmed to be a particularly skilled Haki user, as this is more or less needed for his station as Admiral.

Koby is Garp's current and favorite disciple

Current Status: Member of SWORD

Due to being the disciple of the greatest Marine in history, Koby is an incredibly skilled Haki user, particularly excelling in the use of Armament Haki to deliver powerful attacks. Although he is not technically a Marine due to his departure from the Navy to join SWORD, he is still closely associated with the organization. Due to his hardworking and dedicated personality, Koby was under the tutelage of arguably the strongest Haki user of all time, leading to his own Haki being incredibly potent.

Kizaru is one of the series' most dangerous characters

Current Status: Admiral of the Navy

Although he is mostly known for his powerful Devil Fruit ability, Kizaru is actually a very underrated user of the various Haki forms. During the Marineford War, he was able to display his mastery of Advanced Armament Haki along with his fellow admirals to create a protective barrier durable enough to withstand Whitebeard's shockwaves. In the Egghead arc, he used his Observation Haki to sense St. Saturn's arrival on the island, which some have likened to its advanced application.

Fujitora has some of the best observational Haki

Current Status: Admiral of the Navy

With some of the best observation Haki in the entire series, Fujitora also filled one of the vacant admiral slots after the time jump. Despite being completely blind, Fujitora's incredible Observation Haki allows him to move, fight, and live as if nothing had happened, as his control over power in all its forms is so great that his blindness rarely causes him any trouble. Additionally, his Armament Haki is also quite strong, as he was able to clash with Sabo and Doflamingo's Birdcage.

Akainu may be the strongest marine ever

Current Status: Admiral of the Fleet

Akainu is considered by many, and even implied by history, to be the deadliest marine of all time. Although he mostly relies on the unparalleled destructive power of his Devil Fruit, he is confirmed to have Observation Haki and Advanced Armament Haki, the latter of which was seen when he created the protective barrier alongside Aokiji and Kizaru in the Marineford War. Many even believe that due to his role, ambition and the fact that he defeated Kuzan, he may even have Conqueror's Haki.

Sengoku is a master of all Haki categories

You don't get the role of Fleet Admiral without being an absolute powerhouse. Due to Sengoku being active and in his prime during the time of powerful pirates like Rocks, Roger, and Whitebeard, he had to master Haki to an unprecedented degree, making him one of the only people who can use all three types of Haki. He was always talked about in the spirit of Garp and was considered by Roger and Whitebeard to be one of their rivals, which really shows how legendary Sengoku's power really is.

Garp may be the greatest Haki user of all time

Current Status: Former Vice Admiral

In a world full of terrifying enemies and amazing Devil Fruit abilities, Garp stands out as someone even the greatest pirates of his age feared. This status was achieved by Garp through Haki alone, as his strength was so incredible that he is considered by many to be the greatest Haki user of all time, and the only one along with Roger who could have defeated the Demon Rocks. Garp's mastery of the advanced forms of all three Haki types simply scratches the surface of what he was truly capable of, and according to most he remains the greatest Haki user of all time.
