Goku and Vegeta are two of the strongest characters in the multiverse, but Dragon Ball Super has made a real point of showing that the two Saiyans are hardly the strongest fighters out there. Whenever Goku and Vegeta exceed their limits, they almost always come face to face with warriors to humble them and show them that they still have a long way to go before reaching their peak.

Goku and Vegeta are God level now, getting closer to Beerus every arc, but being a God doesn't mean they are the most powerful mortals in the universe. If anything, Goku and Vegeta need God Ki just to keep up with the strongest mortals Dragon Ball. The likes of Broly, Frieza and Jiren have so much more innate power than Dragon Balls two biggest Saiyans, and they don't need OP God forms to keep up – or beat them.

No matter the timeline or the universe, Vegeta will always find a way to prove that he is one of the most powerful warriors in the Dragon Ball multiverse.

Jiren was never actually defeated in the Tournament of Power

Jiren is still one of the most exaggerated Dragon Ball characters of all time. Goku never actually beat him in the Tournament of Power, and he still uses him as a reference point for power as of late Dragon Ball Super: Broly. Jiren is even stronger in Dragon Ball Super manga, where he instantly beats the Ultra Instinct out of Goku and is only eliminated because Frieza catches him red-handed.

Goku has gotten even stronger since the Universe Survival Saga, but realistically so has Jiren. Jiren was the most powerful being in Universe 11 and had already surpassed Belmod with the Tournament of Power. Ultra Instinct and Ultra Ego in their current forms would give Jiren a serious fight, but Jiren can adapt to his opponent's power increases, so it's just as likely that he could defeat Goku and Vegeta's strongest forms.

Cell Max is implied to be stronger than Goku & Vegeta

IN Dragon Ball Super: Super HeroPiccolo doubts if even Goku and Vegeta could defeat Cell Max. This is a big deal because Goku had already mastered Ultra Instinct the last time Piccolo saw him in the Moro Saga. Gohan Beast also barely kills Cell Max with the Special Beam Cannon, needing help from Orange Piccolo, Fat Gotenks, and Gammas.

The fact that Gohan Beast fights Cell Max but at the same time knocks Goku out of Perfected Ultra Instinct i Dragon Ball Super manga backs up the notion that Cell Max would be too much for Ultra Instinct Goku and Ultra Ego Vegeta. Cell Max was also incomplete in Dragon Ball Super: Super Hero. Had he reached his perfect form, it is likely that even the Gohan Beast would not have been able to stop him.

Between manga, anime, movies, GT, DAIMA and Super Dragon Ball Heroes, there are countless versions of Goku – each stronger than the last.

Gas would beat Goku and Vegeta before Frieza appeared

Gas is one of the most powerful characters in Dragon Ball who neither need nor can use God Ki. In Granolah the Survivor Saga, his brother Elec Cerealian wishes for the Dragon Balls to make Gas the strongest warrior in Universe 7. Every time someone surpasses Gas, he instantly ages to where his natural power level would surpass his opponent. At the end of the arc, Awakened Gas is about to defeat Granolah, Goku and Vegeta.

The only way the heroes can even keep up with Gas is by working together and trying to outsmart him. Even then, Gas adapts immediately. Elec's desire for the Dragon Balls gives Gas access to the most powerful techniques imaginable, including Hakai – an attack usually only used by Gods of Destruction. Gas only loses and dies in the end because Frieza was outside of Universe 7 when Elec made his wish, which meant that Gas's body could not adapt to Black Frieza.

Broly was so strong that Goku and Vegeta were needed to fuse Gogeta to beat him

In terms of pure potential, Broly is the single strongest character in Dragon Ball Super. Born with a power level of 10,000, King Vegeta exiles him to Vampa only for Broly to continue growing stronger into adulthood. Without any formal training, base Broly is strong enough to fight on par with Super Saiyan God Goku and Vegeta – two skilled martial artists who have dedicated their entire lives to training and mastering God Ki.

Once Broly becomes Super Saiyan, he becomes so powerful that Goku and Vegeta have to use Super Saiyan Blue just to keep up. In his legendary Super Saiyan form, Broly is so overwhelmingly strong, only Gogeta—a god-level fusion—is actually strong enough to fight him. Despite this advantage, Gogeta still has to turn Super Saiyan Blue to win. Without God Ki, Broly could wipe out both Goku and Vegeta, and have a chance against Gogeta. That alone is one of the most impressive power pieces in the entire franchise.

Dragon Ball's Hybrid Saiyans have overwhelmingly strong power levels that Goku & Vegeta can barely keep up with through non-stop training.

Gohan already beat Goku, he can beat Vegeta

After defeating Cell Max i Dragon Ball Super manga, Gohan goes to Beerus' Planet and spars with his father. Gohan Beast vs Perfected Ultra Instinct Goku is one of the best matches in the entire series, and finally confirms that Gohan Beast is very stronger than PUI Goku. During their fight, Gohan Beast is able to overpower Goku and knock him out of Perfected Ultra Instinct.

Later, Gohan Beast ends up fighting Broly without breaking a sweat and briefly ghosts Super Saiyan Blue Evolved Vegeta before Goten and Trunks jump in for a full-on Super Saiyan battle royale. The actual fight isn't shown on screen, but given that Gohan is at least worse for wear by the end of Dragon Ball Super Chapter 103, it is strongly implied that he not only defeated Goku, but Vegeta as well. Notably, Beast is not a god form and Gohan simply reaches his full potential to surpass his father.

Black Frieza defeated Ultra Instinct Goku & Ultra Ego Vegeta on screen

Frieza is currently the strongest non-god in Dragon Ball. After the end of his beatdown in Dragon Ball Super: BrolyFrieza leaves Universe 7 and begins to explore the multiverse. On his travels, he discovers a hyperbolic time chamber that he trains inside for 10 years. In this unseen decade, Frieza unlocks his Black Frieza transformation, the absolute strongest form in the series.

Black Frieza is so strong that he effortlessly kills Awakened Gas with a single hit, then Ultra Instinct defeats Goku and Ultra Ego Vegeta before they can so much as react. Goku and Vegeta are honestly lucky to be alive after coming into contact with Black Frieza, and they've spent all their time since training just to keep up with the most powerful being in the multiverse.
