Immediately after Rock's introduction, Oda made it extremely clear Rocks D. Xebec had a special fighting styleand that he could use a new, unique Haki. Rock's Haki-infused attacks were special. He used his sword in battle, primarily, but more often than not his sword didn't cut the mark. Instead, the attacks from his blade were such that they blasted everything nearby, causing utter chaos. Oda himself went on to confirm Rock's sword attack to be a giant hammer or cannon fire instead of slashes. This was achieved by Rocks with Haki, and this particular application of Haki is truly broken.

It is unknown how Rocks learned to use this particular broken Haki fighting style. Whether there was another user before him remains to be seen, but what fans do know is that two others ended up inheriting his power. Roger also learned this ability, as evidenced by his technique, called Kamusari. Right now, only one character that has this power lives in One Piece the world, and it is Shanks.

Shanks has the same broken Haki that Rocks had, and it just might be that Luffy will get it too, probably in Elbaf. Even though Luffy doesn't have a sword, he should be able to mimic this power with his Gomu Gomu no Mi. After all, these attacks are not decreasing at all. In the fight against Imu, maybe Luffy will use it for the first time.
