This article contains spoilers from One Piece's Elbaf arc.
For years, One Piece fans have been wondering what the best power source in the world is, especially after Oda has done incredibly well to establish multiple power sources in this expansive world. Of the many powers that Oda has displayed, Haki and Devil Fruits stand out the mostand that's because they are the nuclear power systems in all of history.
Devil Fruits are known to be mystical power-giving fruits which removes the ability to swim, while Haki is a spiritual power that offers a plethora of benefits, such as enhanced sense perception, more strength, and the power to overwhelm. Both Haki and Devil Fruits are incredibly powerful in their own ways, but fans wonder which one really reigns supreme. While some, like Kaido, believe that Haki trumps everything, others, like Rocks, believe that Devil Fruits are just as important in bringing down the world itself and that Haki is not enough. Oda has expanded on this very question One Piece chapter 1163, and it seems fans finally have a solid answer.
Oda reveals that Devil Fruits are necessary to overthrow the World Government
Haki Alone is not enough

Strong Haki couldn't beat Imu

The power of Devil Fruits is important
When it comes to the main goal of One Piece builds against, it overthrows the world government. The world government is incredibly strong in One Piece and their oppressive regime will eventually end. But to put an end to it, one must defeat Imu, the secret ruler of the world government. Beating Imu is certainly not easy, and based on what the fans saw, Haki alone is not enough to do it.
Never doubting yourself, that's true power! Now see, Haki can be divided into two main types! — Silver's Rayleigh to Luffy, Ruskaina
Most fans assumed that Haki is enough to make one the strongest, but One Piece just proved that it isn't. In fact, Imu's powers are derived from the Devil Fruit and also the strongest of Haki is not enough to beat them.
One Piece chapter 1163 saw six absolute monsters band together to attack Imu. Rocks, Roger, Whitebeard, Garp, Big Mom and Kaido joined to attack Imu and much to the surprise of the fans, it didn't even scratch him. The shocking part is that they used majestic Haki, causing marines all over the God Valley to faint. Still, it wasn't enough to beat Imu, to the surprise of many. In the Egghead arc, Imu took damage from Joy Boy's strongest Haki, but even that wasn't enough to beat them. All that is to say Haki on its own is not enough to beat Imujust as Devil Fruits on their own are not enough. There is a balance between the two that must be maintained and one is not better than the other.
Luffy, did you eat that fruit? It was a treasure of the seas! — Shanks to Luffy, Romance Dawn
Haki and devil fruit are equally important in a piece
The difference in power is very situational
Although it is true that Haki is more important to survive in the new worldyou absolutely need both to be the strongest. Without a Devil Fruit, it is impossible to beat Imu, and the Rocks have already confirmed him. Rocks wanted two specific Devil Fruits to beat Imu, and one of them was most likely the one Yami Yami no Mithat could nullify the powers of the devil, while the other was Hito Hito no Mi, Model: Nikawhich should act as a direct counter to the power of Imu. Without these powers, it is impossible to beat Imu. But these powers must also be combined with powerful Haki to take one to the top.
The Haki vs Devil Fruit debate will always rage on, but the fact is that strong Haki can beat a strong Devil Fruit, just like a strong Devil Fruit can beat a strong Haki user. It all depends on which ability is against which level of Haki. Ideally, both are needed to reach the top of One Piece world.
One Piece's next chapter comes out this week. As usual, One Piece will be released on Sunday. In Japan, One Piece will be released at 12pm JST on Monday. However, the vast majority of international readers will see the chapter available on November 2nd. Fans can read the chapter for free on Manga Plus.
