Deku claims he becomes the biggest hero
It is safe to say that a good piece of fans expected deco to be the foremost hero at the end of the series. But what these fans don't realize is that Deku never stated that he wanted to be number one. Deku simply wanted to become a hero and save people with a smile on their face. He wanted to help those around him, and above all, be like all power. Specific to claim that number one was not his goal, so in a way, very slack that the fans have legs that give Horikoshi not justified at all.
This is the story of how I became the biggest hero! – Deku
But once again at the beginning of My hero AcademyDeku clearly says that this is the story of how he became the biggest hero. Now “biggest” and “number one” are two different things, but if Horikoshi's statement is to believe, Deku reached neither at the end of the story, although he is a legend all over the world.
Deku will not be the biggest hero
Everything can be confirmed to be the biggest hero
At the beginning of the story, Deku confirms that what the fans witnesses is the story of how he became the biggest hero. Halfway through the series, Deku again repeats that this is the story of how he became the biggest hero. Fans were good that Deku was not the foremost hero, or even losing his property, as long as he was recognized as the biggest hero after his show in the last war in the series. While Deku did incredibly well and got a place with the world's legends, he still did not become the biggest hero. At the end of Mangan, Horikoshi reveals that the entire Class 1-A became the biggest hero because of their role in the war.

Everyone may still overshadow Deku
Although Deku originally claimed that he would become the biggest hero, in the end, everything is never exceeded in that respect. Make no mistakes, in terms of power, Deku could easily have matched and even exceeded all power at his peak. But what some fans don't like is the fact that despite Deku that saves Japan and potentially even the world from Doom, Horikoshi still recognizes everything as the greatest hero of all time.
