Ever since the first days, it was clear that Akira Toriyama had mastered the formula for what makes a compelling antagonist, as the many enemies the heroes face in this series are often remembered as some of the greatest in the anime industry.

When he first appeared during Destroyer's exhibition match, Toppo's strength was so great that he managed to match Super Saiyan Blue equally, promising that he would eventually prove to be a formidable obstacle in the Tournament of Power. But no one could have expected his latest power-up, which brought him to the fabled god level.

Embracing his role as Universe 11's next Destroyer, Toppo unlocked the fabled Energy of Destruction, with which he was able to deal massive damage to several powerful characters, such as Golden Frieza. Although his inexperience with this power was clear, his ability to use Hakai and overall strength proved how powerful he truly was.

Although Toppo unlocked the power of a Destroyer, he was still not the greatest warrior Universe 11 had to offer, a title that instead belonged to Jiren. Jiren's strength was astronomical, as he barely showed any effort during most of the Tournament of Power due to how much stronger he was than everyone else.

Eventually, he unleashed all of his inherent strength with his Burning Ultimate Warrior state, which was strong enough to fight on par with Ultra Instinct Goku. Although he ultimately lost, Jiren was still more effective with his power, due to which he survived Mastered Ultra Instinct, which can only place him as a god-level threat in his arc.

Moro unlocked the power of angels against Goku

To this day, many fans consider Moro to be one of the most terrifying opponents the heroes have ever faced, mainly due to his overwhelming ability to absorb the energy and life force of his targets. This ability of Moro is so refined that he was able to do this on a planetary scale, leaving entire worlds completely desolate and devoid of life.

Eventually, the heroes caught up to him in strength, so to answer their threat, Moro absorbed Merus, an angel in training. Through this, he was able to unlock Ultra Instinct for himself, which not only made him stronger than ever before, but also made him fight equally against Mastered Ultra Instinct Goku. Eventually, due to the overflow of power within him, Moro became a mindless monster that threatened to destroy the entire world.

Although the Granolah arc began with the titular character as the main antagonist, this focus later changed to Gas and the Heeters. By making the same wish that Granolah made at the beginning of the arc, Gas became the strongest League of Death in all of Universe 7, but his strength would only increase later when he unleashed his full power.

In this state, Gas's strength and speed were on a whole other level as he managed to take on Goku, Vegeta and Granolah at the same time. But what really made this situation even scarier was that Gas' body had to keep getting stronger to keep up with the heroes' power-ups, causing it to deteriorate into a shell of its former self. Despite this, his strength in this state was greater than anyone else's at the time.

While this wasn't the same version of the villain that fans had come to love, Cell Max represented his return to the series in an unexpected way, and his strength was truly immense.

Cell Max was a mindless, bulky heist who only knew how to destroy everything in front of him. His power alone kept the entire team of Z-Fighters and Gamma Androids at bay, and even seemed to match Orange Piccolo in overall strength. Had it not been for Gohan's powerful form that came out of nowhere, Earth might have been destroyed by this villain alone.

As soon as he arrived at Planet Cereal, Frieza immediately killed Gas in a single hit, who was the strongest Death League in Universe 7 at that stage. As if that wasn't enough, Black Frieza would then flash Goku and Vegeta's strongest forms and defeat them with one punch, proving his immense strength with incredible ease.
