When Julius, Subaru and Crusch try to access the City Hall, they begin to meet Roy Alphard and Capella Emerada Lugunica, where the latter defeated Crusch and Subaru with the help of a surprising transformation. While the Subarus team is fighting, their lack of knowledge about their enemy and their surroundings turns out to be fateful, which shows the dangers and threat that the witch cult gives when they do riots throughout Priestella.
