Luffy being close to One Piece only means he will become more infamous over time and get higher rewards. In fact, Luffy receiving a new reward in Elbaf, which is the current Arc of One Piece, has already been set up.

Luffy is quite easily one of the most infamous pirates in the One Piece world right now. His strength is absolutely flawless, and he has reached the elite level by defeating Kaido in the Wano Arc. This arc was significant in Luffy's growth. This is where he went from a high level pirate to an elite pirate, joining the likes of Shanks, Blackbeard and others in the process. Luffy gained a variety of power-ups in the Wano Arc. Not only did he advance his Armament Haki to the next level, but at the same time he also advanced his Supreme King Haki, and most importantly, awakened his Devil Fruit. All of these powers combined to make Luffy an absolutely monstrous pirate who could go toe to toe with Kaido in battle and even go on to defeat him.

Without a doubt, Luffy was an absolute monster in battle by the end of the Wano arc, which meant it was inevitable for him to rise through the ranks and become a Yonko himself. When Luffy became a Yonko, his reward turned out to be 3 billion berries. Much to the surprise of fans, this reward was quite less than what he actually deserved. To put that into perspective, Luffy has the same bounty as Kid and Law at this point, despite being significantly stronger than them. If Kid and Law are pirates worth 3 billion berries, then Luffy is a pirate worth much more. Based on the power levels of the other emperors, Luffy should be hovering closer to 4 billion berries, if anything.

However, that doesn't take anything away from Luffy's strength and his achievements. Fans know it's only a matter of time before he gets another reward, because as always, Luffy will be in the thick of it, fighting strong enemies, liberating nations, while making an even bigger name for himself, all the while getting closer to the the great treasure that is One Piece.

Many fans believed that Luffy would receive a higher reward in the Egghead Arc. After all, this arc saw Luffy fighting the World Government forces and breaking through a naval buildup even bigger than a Buster Call. The vast majority of fans believed that Luffy would continue to rise further in infamy after this arc. However, that was not the case, much to the disappointment of some readers. But there is surely a reason for that. First, Egghead was just the beginning of the Final Saga of One Piecewhich meant it was meant to be a slower build towards much bigger events. At the same time, fans must remember that Egghead was not an all-out battle against the Navy, or any individual.

All of the enemies that Luffy fought were actually weaker than him, and those that were stronger were not confronted in an all-out battle. For example, Luffy fought and beat Lucci in the Egghead Arc. It goes without saying that Lucci is much weaker than him, and his defeat against an Emperor certainly wasn't a surprise to anyone.

Likewise, Kizaru fought Luffy and ended up being paralyzed. Again, it's no surprise that Kizaru fights an emperor and gets paralyzed. In a fight against an Emperor, he'll likely lose anyway, meaning this doesn't shock the people of the One Piece world at all. Luffy simply lives up to his reputation by doing all of these things. The five elders, however, are a completely different matter. Luffy fighting and defeating the Five Elders would surely have given him a very high price. If Luffy had managed to defeat any member of the Elders, right now, his reward would have skyrocketed.

But, as fans know, when the battle against the Elders began, the goal was to safely evacuate from Egghead and make a run for it, carrying Vegapunk, and just about everything else of value, with it. Luffy didn't engage in a battle with any elders beyond throwing a few punches to slow them down and continue towards escaping. This is the biggest reason Luffy didn't deserve a newer reward after the Egghead Island arc. But Elbaf will be different.

Why Luffy will get a new bounty in Elbaf

While it would have been premature for Luffy to get another bounty after Egghead, Elbaf is a different matter altogether. This is a major arc that will likely be comparable to Wano himself. It's also an arc where Luffy will definitely get a new reward, and that's essentially been confirmed with the arrival of two new villains in the story. As seen recently, Elbaf saw the introduction of two members tied to the World Government, presumably the Knights of God. These will likely be the ultimate villains in this arc, with possibly more reinforcements from the World Government. will be Shank's look-alike.

This will be quite a challenge for Luffy, and most likely his biggest and also his most serious battle after the one against Kaido. This time, Luffy can't just run and will have to take down the government officials. With Shanks looking the same down, Luffy will earn himself a new prize for two reasons. First, Luffy will officially engage in battle against the World Government and declare himself an even greater enemy, and second, Luffy will have defeated a Sky Dragon, which, as fans know, is a massive crime in the world of One Piece. This would prove to the world that Luffy is only getting stronger and managing to keep up with the other emperors, and after the events of Elbaf, Luffy's reward will greatly increase if he manages to defeat these monstrously powerful individuals.
