Orochi was teased to be the biggest villain in the entire Monster Association in season 2 of the anime. In the manga, the King of Monsters proves exactly why he is so powerful, destroying weaker monsters and even knocking out Garou with barely any effort. Eventually, when the evil organization makes its existence known to the world by declaring war on the heroes, Orochi transforms into his true self and battles Saitama.

Although the fight ends just like all combat encounters with Saitama do, it is absolutely terrifying to see Orochi's true form and power making him the most formidable villain in the entire association. The battle takes place inside the Monster Association's HQ on many levels, eventually ending at the base of the HQ, which is filled with lava and has some mysterious messages on the wall. Despite Orochi giving everything he has, Saitama ends the monster's rampage with a single blow.

Although Orochi was seemingly killed in his fight against Saitama, he ended up surviving, albeit just barely. In this new and weakened state, Orochi began absorbing other monsters in hopes of reviving himself, eventually encountering Psykos to do the same to her. However, by using her powers, she was able to resist the absorption, which eventually led to the two merging into the terrifying monster fans dubbed “Psykorochi”; an amalgamation of Orochi's incredible strength and Psyko's psychic strength, though both aspects were enhanced.
The universe has been moving toward this outcome from the very beginning, and I have been chosen to lead the operation.
This fusion was arguably the strongest villain in the entire series up to that point, as seen by how it was able to fend off so much of the Hero Association on its own. Although Tatsumaki put up a very good fight, even she began to be overpowered until Genos made an appearance. Now stronger than ever before, the cyborg showed off his abilities by helping Tatsumaki defeat the threat, leading to some of the coolest moments in the series between the heroes.

Ever since the beginning of the Monster Association arc, Garou had been tearing through the ranks of the Monster and Hero Associations, defeating all of his enemies that he encountered. Through these tough battles, he underwent various awakenings, the biggest of which came after his defeat at the hands of Orochi, where he woke up covered in a dark back shield and became a full Monster Garou. This version of the character was even stronger than the previous ones and made short work of many powerful characters.

Eventually he runs into his former master, Bang. Although they shared history, Garou's monstrous form had almost driven him wild, leading to a battle between the two. While this was a display of how strong the Garou was, it also showed why Bang is considered the third highest ranked hero, as he fought his student on equal terms, showing how incredible his mastery of his martial arts style is. The fight was extremely close but Garou barely managed to defeat Bang in the end.

The gag of King being considered the strongest man in the world even though he wants nothing to do with it is perhaps the funniest thing in the entire series. King's power is the stuff of legend, even though he doesn't even have any and is actually just incredibly lucky with how things are going for him. There is perhaps no greater example of this than when the leaders of the Monster Association stand before him and they challenge him to unleash his strongest move.

After being wooed by the other heroes and challenged by the villains, King starts charging up his strongest move, which others have called the Ultimate Purgatory Hellfire Burst Wave Motion Cannon, even though he knows it won't do anything. However, within less than a second of him pretending to make the attack, the Monster Garou flies onto the battlefield and dispatches the bosses in an instant, making everyone believe that King's strongest attack actually worked.

In one of the most spectacular fights in the entire series, the fastest characters in the setting (except Saitama) go head-to-head in a fight that very few can even keep up with. After most of the black sperm were merged, they formed the strongest version of the character; Platinum Sperm, who was known for his speed as one of the four fastest characters in One Punch Man at that time. Due to him, Garou, and Flashy Flash all being present on the battlefield, they fought in a great 3v3.

The entire fight took place in just a few seconds, but each one of them went so fast that they left breathtaking constellations in the sky. Eventually, Garou and Platinum Sperm proved to be even faster than Flashy Flash and knocked him out, continuing their battle until Garou finally came out on top by killing the mighty Monster Cadre by passing through him, blowing him up in the process.

After their light speed clash, Garou even managed to defeat Sage Sentipede. However, none of his battles were even close in difficulty compared to his final fight against Saitama, which initially showed the Caped Baldy toying with the Garou, despite the latter becoming stronger with each passing moment. They eventually stopped their battle as it was revealed that Saitama was simply unbeatable. However, Garou eventually received a vision of God and was given a fraction of his power, transforming him into Garou Cosmic Fear Mode.

This was the Hero Hunter's strongest form that emitted radiation that eventually killed everyone except Saitama. After the Garou killed Genos, the real fight between the two started, leading to the best fight of the entire series that somehow made it to Io, a moon of Jupiter, where the two were initially evenly matched, showing some of the greatest feats of strength in franchise history. Eventually, Saitama's growth was shown to far outshine Garou's, prompting the villain to unlock his strongest form; Saitama mode. But even this wasn't enough, as Saitama just overpowered him in every aspect and eventually defeated the villain.
