Izuku Midoriya and Bakugo Katsuki are just two of the best students in the My Hero Academia who showed great promise by mastering their respective quirks. Along with the rest of Class 1-A's top students, such as Shoto Todoroki and Fumikage Tokoyami, they overshadowed the many powerful non-first year students that came from different schools.
It doesn't mean My Hero Academia lacks talented upperclassmen. Armed with more developed quirks and real combat experience, many second and third years could have easily outclassed the first years, if the superhero series had allowed them to prove it more often.

Camie Utsushimi's Glamor Quirk can fool almost anyone
Camie Utsushimi may be an easy-going second-year student who comes across as naive and stupid, but the fact that she successfully entered one of the top hero schools in the country speaks volumes for her intellect, skills, and abilities. She is a master illusionist, making her a dangerous and unpredictable opponent.
While Camie's Glamor Quirk may not be as powerful as Seiji's abilities, she can still dominate fights with her versatile illusions. From creating a doppelganger of her enemy to easily manifesting a Northern Lights sky, there seems to be no limit to Camie's illusions except her imagination.

Nagamasa Mora is a top hero candidate
Nagamasa Mora wouldn't be a class representative at Shiketsu High School if he wasn't qualified enough to lead his classmates. Obviously, he is far more disciplined than his peers and surpasses them in both academics and battlefield performance. He also has a very polite attitude and always makes sure he lives up to the school's reputation.
On the battlefield, Nagamasa may not be the deadliest Quirk user, but he can still take down several low-level villains on his own. His Extend-o-Hair Quirk gives him the ability to extend his body hair and turn it into a powerful whip that can both attack and defend. He can even manipulate it into sharp threads that can cut through solid objects.

Yo Shindo has one of My Hero Academia's best areas of effect
Yo Shindo is an absolute force of nature in My Hero Academia. His quirk, Vibrate, gives him the terrifying ability to unleash powerful earthquakes with a single touch. Note that his Quirk is not exclusive to ground use, as anything Shindo touches instantly vibrates or creates tremors upon direct contact.
With Shindo's Vibrate Quirk, Class 1-A had a hard time working together during the Provisional Hero License Exam, as the power of his earthquake-inducing ability separated the freshmen from each other. At one point, Shindo was also able to significantly weaken Muscular with the heartbeat of his Quirk before Izuku finished off the villain.

Seiji Shishikura is one of the strongest hero students outside of UA
Seiji Shishikura has one of the most terrifying quirks among the upperclassmen in the My Hero Academia. His meatball quirk gives him power and control over everyone's flesh, turning them into disfigured balls without hesitation. As a result, even three of the most powerful Class 1-A students had a hard time defeating him despite their combined power.
It goes without saying that Seiji's Quirk can easily pass as a villain quirk due to its terrifying effects. Speaking of villains, one of Seiji's inspirations in his chosen career is Stain, the Hero Killer. Like his idol, Seiji also wanted to reform the Hero Society on his own terms, but he wasn't above using questionable methods to achieve it.

Nejire Hado is the heart of UA's big three
Nejire Hado wouldn't have been part of UA High School's Big 3 if she wasn't a promising senior. Her Quirk, Wave Motion, unleashes destructive spiral energy waves strong enough to let her hold off several high-end Nomu along with Lemillion and Tamajiki and even hold her own against the likes of Tomura Shigaraki in the final war.
Unlike Tamajiki, Nejire is outgoing and incredibly eager to learn more about people and their quirks. Her positive energy is contagious and inspires others to be optimistic even on the toughest of days. She has a lot of charisma, and it's no surprise that many of her underclassmen look up to her.

Tamaki Amajiki's Quirk can turn any meal into a superpower
Behind Tamaki Amajiki's shy heart lies a senior student with an overwhelmed quirk. His Manifest Quirk is a cut above the rest, as Tamaki can literally manifest the physical properties of anything he's eaten and make them even stronger. From tentacles to crab claws to bull horns, Tamaki can simultaneously manifest these traits and even change their size at will.
Even respected pro-heroes like Eraserhead and Fat Gum believe that Tamaki's Manifest Quirk has enormous potential and is likely stronger than most hero abilities. While Tamaki may not be the most optimistic upperclassman, he never lets his allies down when the going gets tough.

Mirio Togata was built to replace All Might
As one of the Big Three at UA High School, Mirio Togata certainly has more than enough qualities to succeed All Might as the new symbol of heroism and peace. He may not have inherited the One For All Quirk in the series, but his Permeation ability easily makes him nearly unbeatable on the battlefield.
With Lemillion's mastery of his highly uncontrollable Permeation Quirk, he can outmaneuver anyone in Class 1-A. His intangibility is his greatest strength, allowing him to phase through any attack without harming himself. Lemillion's overpowering Quirk, combined with his genuine heroism and optimism, makes it only fitting that he became Hero #1 later on.
