Might Duy
Might Duy not only failed to become a Jonin but also a Chunin. He had the moniker Eternal Genin due to his lack of talent in Ninjutsu and Genjutsu. But what he lacked in those areas, he more than made up for with grit and heart.
Despite the world's scorn, he spent his entire life secretly mastering the Eight Inner Gates. He finally advertised himself in the eyes of the world after opening the Eighth Gate of Death to fight the Seven Ninja Swords of the Mist. During that battle, he managed to eliminate four of the seven, proving his true strength. Although he never reached the rank of Jonin, his son, Might Guy, proved that his father's technique alone was more than enough to achieve that rank.

Hyuga Hinata
Hailing from the Hyuga clan, Hinata has more than enough fighting skills to match Jonin-ranked shinobi. She also proved that with her contributions during the Fourth Great Ninja War. However, she ultimately chose not to pursue the promotion due to her shifting priorities.
After the war, she ended up marrying and starting a family with Naruto. With this in mind, she not only gave up her chance to become a Jonin, but her entire career as a ninja. She chose to devote her full attention to being a loving wife and mother. That's not to say she's no longer a capable fighter. She is considered a master of the Hyuga Clan's Gentle Fist, and her Byakugan can reach over 20 kilometers. During Boruto era, she is still one of the strongest ninja among her peers. Despite not being on active duty, she was still able to defeat her sister Hanabi in a duel.

Uchiha Obito
Before he was the masked mastermind behind Akatsuki, Obito was a Chunin of the Hidden Leaf. Unlike his rival Kakashi, who became a Jonin at a record age, Obito struggled with the basics of the Uchiha bloodline.
Obito's path to Jonin was interrupted by the events at Kannabi Bridge during the Third Shinobi World War, where he sacrificed himself to save Kakashi. While Obito eventually gained power surpassing almost any Jonin in history, he never officially climbed the ladder. He spent his adult life pretending to be Uchiha Madara or the goofy Tobi, living outside the system he once dreamed of leading. Even after terrorizing the world and ultimately sacrificing himself for the greater good, he never actually became a jonin. But at that point it didn't really matter anymore.

Uchiha Sasuke
If Obito only reached Chunin, Sasuke is even lower than that. He, like Might Duy, is just a Genin. Because Orichimaru interfered during their party's Chunin Exams, only Shikamaru was promoted. Shortly thereafter, Sasuke defected from Konoha and joined Orochimaru's ranks. He spent his formative years training under Orochimaru and later emerged as an international criminal.
After the war, Sasuke was pardoned for his crimes, but chose a life of atonement in the shadows rather than reintegrate into the village's military hierarchy. During Boruto era, he operates at a level informally known as Shadow Hokage. Even so, his official rank remains Genin.

Uzumaki Naruto
Naruto eventually achieved his dream of becoming Hokage. But his journey to becoming one is quite unconventional. Like Sasuke, Naruto could never reach Chunin, much less Jonin.
Immediately after returning to Konoha, he was thrown into the Akatsuki suppression mission, the Pain Invasion, and eventually the Ninja War. Even though Naruto had the power of a god after all, he was still a Genin. Interestingly, it's not that he didn't try to get promoted. It was just that the odds were always not in his favor. He was disqualified during the Chunin Exams for using Sage Mode against Konohamaru. Kakashi once advised him that being promoted to Jonin requires a lot of academic study, which Naruto was notoriously bad at. And so Naruto went from being a Genin straight to becoming the Seventh Hokage.
