The Color of Observation, also known as Observation Haki, is one of the most important abilities found in the world of One Piece. This skill gives the user a sixth sense that heightens the observation skills of an individual and takes their sensory perception to the next level. Observation Haki allows an individual to sense threats, measure power levels, sense other people's emotions, see things completely outside of their field of vision, and even sense the intent of those around them, among other things. In a plethora of incredibly powerful Observation Haki users, only a select few stand at the top in the Final Saga, where the strongest characters have made their presence known.

Loki

The Cursed Prince of Elbaph, Loki, is one of the most powerful users of Observation Haki in the Final Saga. Ever since Loki was born, his eyes were believed to be cursed, and as such, the vast majority of the time, Loki is seen wearing bandages. Despite his eyes being covered, Loki's Observation Haki allows him to see and feel incredibly well. He has shown incredible abilities when it comes to sensory perception and could sense the likes of the Holy Knights from miles away.

More recently, Loki could also sense the presence of Nerona Imu instantly. Meanwhile, despite his enormous size, Loki can fight incredibly effectively against smaller individuals, requiring precise Observation Haki skills. To fight at the level that he fights at, one absolutely must have great control over this ability.

Fujitora

One of the navy's three admirals, Fujitora is an incredibly exceptional user of Observation Haki, and this is mainly due to how he forced himself to develop as a fighter. At some point in his life, Fujitora blinded himself because of the injustices of the world. Since then, he has only used his Observation Haki to sense things around him, and as such has forced this skill to the absolute highest level.

Fujitora can see the aura of all individuals around him, and he can sense things all over the country. The fact that he has almost never been overwhelmed in battle shows that, despite having no eyes, he is incredibly good at using this power. In the final saga, he will indeed become incredibly relevant.

Sanji

Sanji is the chef of the Straw Hat Pirates and a master user of two types of Haki at this point. According to Oda himself, Sanji's specialty is Observation Haki, and it is the type that he developed the most over the years.

Sanji can sense things like emotions incredibly well. He can also detect danger from miles away and has enough ability to dodge attacks from someone who can even see into the future and practically pinpoint his movements. Sanji can also use his Observation Haki to range across Elbaph and spot dangers from far away. In many ways, Sanji's Observation Haki is even better than Luffy's, as Oda himself pointed out.

Charlotte Katakuri

Charlotte Katakuri is one of the three cute captains of the Big Mom Pirates and an incredibly powerful fighter with a bounty of 1.057 billion berries on her head. Katakuri is strong, but what makes him truly special is his ability to see the future. He has trained his Observation Haki so much that he can see glimpses of the future itself, making him nearly unbeatable in battle to many.

Even landing a single hit on Katakuri is quite a challenge, as was evident when Luffy took him on in battle. Only those who can see the future for themselves and the elite who are incredibly fast can actually deal with him effectively. Katakuri can see several seconds into the future and, based on that, manipulate his body accordingly to avoid any hits. More importantly, he counterattacks effectively against his enemies.

Nerona Imu

The King of the World, Nerona Imu has an incredibly overwhelming bag of abilities, and among them is Observation Haki. Imus' Haki spans a wide area, as was evident from his presence in the God Valley. He was able to pinpoint the location of Teach and Eris quite easily, and it shows tremendous accuracy.

Imu can sense the voices of individuals, demonstrating observational Haki control at a high level, but the true extent of this ability is currently unknown. Imu would certainly rank among the best but not at the top.

Monkey D. Luffy

Monkey D. Luffy is an incredibly powerful user of Observation Haki who has mastered the ability over the years. Luffy can see into the future ever since he fought Katakuri, and he has been constantly improving this ability with each passing arc.

Right now, Luffy can even subconsciously use the Voice of All Things to further increase his overall observation Haki perception. Luffy can hear the voices of individuals, and his overall ability is in a league of his own.

Shanks

Shanks is a user of all three Haki types, and while his specialty is the Color of the Supreme King, his Observation Haki is also incredibly effective. Shanks can see several seconds into the future. In fact, of all the future sight users in One Piece, Shank's future sight Haki is the best, considering he was able to see over ten seconds of the future effortlessly against Kid.

This allows him to dismantle any enemy in battle, with only a select few able to stand up to his immense power. This, combined with the ability he has to kill Observation Haki of his enemies, makes him almost unstoppable as a fighter. Shank's full capabilities are still unknown, meaning his control over Observation Haki could be even greater.

Scopper Gaban

So far, Scopper Gaban is the best user of Observation Haki seen in One Piece. In Elbaph, he was able to avoid all attacks from Monkey D. Luffy effortlessly, despite the latter being a Yonko. Gaban has the ability to see the future, which was evident when he saw a vision of his son dying in front of him. More than that, Gaban can also extend his Observation Haki all over Elbaph, and considering the size of the country, this is a huge feat.

Perhaps the greatest feat of Observation Haki he has is that he was able to sense the presence of Shamrock Figarland and Gunko, both of whom used their abilities to completely erase their presence and prevent being picked up by strong Observation Haki users. Even so, Gaban could sense their presence and track their movements effectively. Even before their arrival, Gaban could sense their ominous Haki coming from Aurust Castle.
