Mu was the 2nd Tsuchikage, making him one of the strongest ninja from the Hidden Stone Village. He was known as the “Non-Person” due to his ability to completely erase his physical presence. Even with his superhuman senses, Homelander shouldn't be able to detect Mu. Sure, Homelander's X-Ray Vision could work, but only if he already suspected Mu was nearby.

Mu is one of only two ninjas who can use Dust Release, a Kekkei Tota that allows him to create three-dimensional shapes that rapidly move and expand. He may be a genius and a master strategist, but Lelouch is still an ordinary human, meaning Homelander would easily tear him apart. Fortunately, Lelouch has a supernatural eye ability called “Geass”.
