Eiichiro Oda has introduced about a billion One Piece sign over the years, the vast majority of which are part of core history. But like all popular battle shonen, lots of supplementary One Piece There is material that is not considered canon, even if Oda co-created some of it. The movies are the most obvious filler, but some of them mostly OP One Piece characters exist in the games.
For the most part, the franchise's video games focus on canon characters and do not introduce new ones; however, the exceptions are generally among the better releases. These characters work well in their stories, but they are too broken or gamified to fit the canon story.

Devil Fruit: Kote Kote no Mi
Starting with the main antagonist One Piece game, Adio Suerte is a sympathetic figure driven by tragedy and an understandable desire for revenge. The World Government exterminated his entire tribe, leaving only him; consequently, he seeks to gain access to a powerful weapon called the Divine Breath that can destroy the organization responsible. Even before acquiring this weapon, Adio is already an almost broken character who appears to be at Emperor level, shown by his incredibly high reward.
Kote Kote no Mi Devil Fruit conjures two massive gauntlets that can knock enemies into oblivion, though that would be the most basic and uninspired use of this power. This ability allows Adio to gain control over objects trapped within, even brainwashing animals or humans who may not have the will to resist. Adio is dangerous especially because of this Devil Fruit, as it makes him one of the only ones who can use ancient weapons of mass destruction like the Divine Breath.

99% of One PieceThe strongest characters rely on their Devil Fruits, and they would be nothing without them. Sometimes the franchise introduces someone with world-shattering potential despite having no powers, and three of the most powerful characters are exclusively in-game.
The almost completely forgotten main villain WonderSwan the game is called Chopper's Big AdventureFang is a mad scientist who finds a way to mutate humans into animal hybrids, essentially creating chimeras. His bioweapon is also very easy to trigger, as all Straw Hats turn into animals when they arrive on Fang's Island.
Chopper puts together a cure pretty quickly, but Fang's performance is absolutely incredible by any standards, and he even transforms into a large wolf hybrid at the end. Chopper's Big Adventure seems to take place around the Arabasta arc, a decade before Caesar Clown came to perform human experiments. This scientific breakthrough would undermine the Zoan Devil Fruits, which would not become a feature until much later in the anime.
I couldn't really get a picture of Fang, but the two pictures show off his skills. The first image has Zoro as a tiger, while the second shows Robin as a parrot.

Similar to Fang, Isaac shows that a Devil Fruit is not required to drink One Pieces power scaling in your favor, as long as you have the mind to compensate for it. As prison island warden, he rules with an iron fist, and I mean that almost literally. Instead of fruit-powered powers, Isaac relies on cutting-edge engineering to maintain his authority.
One Piece treats the Sea Prism Stone as a fairly rare item primarily used to keep pirates locked up. IN World seekerIsaac weapons this resource by creating a battle suit with arms forged from sea rock, allowing him to neutralize the likes of Luffy before they even realize they are fighting an uphill battle.
In theory, Isaac doesn't sound like a universe-shattering character, and he works in an isolated story that doesn't directly connect to anything else. However, his battle suit is the real problem, as it introduces a piece of technology that would completely reshape One Piece's power structure and rules of battle. While he absolutely hates the World Government, Isaac is under their thumb to a degree, meaning they would 100% reverse engineer his Seastone Gloves and turn weak soldiers into fighters capable of overwhelming powerful Devil Fruit users.

Wanting to go through some of the most famous sagas in the manga without just going over the basic plot, ILCA needed to find a way to weaken the Straw Hats so they could relive past arcs and of course regain all their abilities. One Piece Odyssey makes this happen through Lim, a woman who can strip someone of their memories with a single touch and create a Mukashic Cube in the process. The victim not only loses memory of these events, but also any combat enhancements they may have received during that time.
This power does not come from a devil fruit, but rather from Waford Island's lost technology, which Lim has an organic connection with, making Odyssey another game that presents science as a threat that can surpass One Pieces power system. The canon story features characters like Sugar who can erase or manipulate someone's memories, but that ability is tied to a Devil Fruit and can therefore be explained away. Glue goes way beyond the norm.

Two for the price of one, Redfield and Pato are presented as a duo in One Piece: Unlimited World Redand they both have absurd Devil Fruits that would throw the universe into chaos if made official.

Redfield is basically a vampire. It comes with the usual vamp abilities, like being able to turn into a bat or take a monstrous form, but his really broken power is that he can achieve eternal youth by stealing someone's life force.

Pato creates near-perfect copies of people, including their memories, personalities, and Devil Fruit powers. All he has to do is write their names on the sheet.
Presented as a holdover from the great pirate days on par with Gol D. Roger, Redfield would have needed to be integrated into the canon story early on to not feel out of place, and his Devil Fruit power would probably need to be tweaked. Pato would break One Piece.
