Left on patio table in the seating areas of the city, usually near vending machines or food stalls.

On benches at bus stopsso be sure to check both sides of the road when driving around looking for one or the other, as they might be on both sides if you're lucky!

They will even be on the ground if the bus stop has no seats to speak of.

What can you do with locker keys?
Open Griddy storage lockers for random rewards
If you want to take your chances and see what fate brings you, you can go to the Objects tab on your inventory screen, find any lost keys you have, and use the Lost Keys to track the cabinet they open out on the town.
The location will be marked on your map with a orange locker iconso track the location and go over to find the locker you've opened. You can open one locker per Lost Locker Key in NTE, and each locker will give a unique reward. They seem to be pretty random, so who knows what you'll get!
Turn them in at a security office for Mousey cookies
If you have noticed blue security icons around the map of Hethereau City, or you've caused some kind of commotion around town and found yourself with an order, then you're probably familiar with how Goodheart Crispy Mouse Cookies work. Go to any security office and talk to the assistant behind the desk and tell them you want to submit lost items. Select lost wallets or locker keys in your inventory and you will receive a Mousey Cookie per item you submit.
