Due to his mastery of the Six Powers as well as his ability to use basic forms of Haki quite skillfully, Lucci was an incredibly dangerous threat during the Water 7 Saga, and even more so during his reintroduction on Egghead. In the later story arc, Lucci was shown to undergo an awakening and resist the takeover of his Zoan fruit, making him even stronger and faster than before.

King is the strongest user of an ancient zoan fruit

Kaido's entire Beast Pirates crew is incredibly dangerous, and his highest ranking commander, Calamities, are truly some of the strongest Yonko commanders in the setting. Even among these three, however, King stands out due to his incredible natural strength, which is further enhanced by his insane Ancient Zoan abilities.

As a Lunar, King has some overpowered natural traits, such as his freakish durability, and interestingly, this durability was made even greater by his Pteranodon fruit, which also gave him the ability to fly at blinding speeds. Aside from this, King was also skilled at using Haki, which is why Zoro had to unlock the Conqueror's Haki and use everything in his toolbox to beat him.

Devil Fruit: Akuma no Mi

Known simply as the “Devil Fruit”, the theories surrounding the legendary Akuma no Mi place it as either the progenitor of Devil Fruits as a whole, or the first to ever actually be born into the world. Of course, where the story is currently, Mythical Zoans have become pretty standard as the greatest powers for one to wield, but Akuma no Mi might be at the top.

From allowing him to bestow demonic powers and transformations on any of his subordinates to creating life-changing bonds with others against their will, Imu seems to be in control of many things at once with this insane power. Of course, he's also one of the greatest Haki users of all time, but Imu's Devil Fruit might also be one of the most versatile in the entire series.

Blackbeard is the strongest user of a Logia Fruit

Devil Fruit: Yami Yami no Mi

In any given series, the power to negate the power system itself will obviously be unfair, which is why Blackbeard's Yami Yami no Mi is arguably the strongest Devil Fruit in all One Piece. Of course, it's not the hardest hitting Logia out there, which is actually Akainu's Magma Fruit, nor does it have the many imaginative powers of most Mythical Zoan Fruits.

However, the innate power of Yami Yami no Mi is darkness, with which Blackbeard can pull people towards him and completely negate their Devil Fruit powers, which is a harsh contrast to even the strongest fruits in the environment, such as Imu's or Luffy's Mythical Zoans. Because of this, Yami Yami no Mi is in contention to be the single most powerful Devil Fruit in the One Piece.

Whitebeard and Blackbeard are the strongest users of a paramecia fruit

Devil Fruit: Gura Gura no Mi

While Yami Yami no Mi may be the strongest Devil Fruit in terms of special abilities, the honor of the most powerful and hardest hitting fruit goes to Gura Gura no Mi. Originally belonging to Whitebeard, this fruit allows the user to create impossibly powerful tremors or tremors on any surface and of any intensity, which can spread to shake the world itself.

Not only did Whitebeard turn an entire island with his power, but Sengoku even went on to say that the Gura Gura no Mi has the power to destroy the world itself if used to do so. Unfortunately, the end of the Marineford War saw Whitebeard's death, as Blackbeard somehow stole the fruit from his body, making him the only person in history with the ability to use two Devil Fruits simultaneously, and arguably the strongest person in the setting as well.
