One Piece divides the world into two great camps: those who fight against the tyranny and corrupt rule of the heavenly dragons and those who uphold them. In the former camp, the pirates are the most common members, and many are evil villains who try to fight back against all the rules the world has set for them.

On the other hand, there are Marines who work for the Navy, which is the military arm of the World Government that enforces the rule of the Heavenly Dragons all over the world. Some of the strongest members of each of these factions appear in the Final War of the One Piece franchise, which promises some impressive action to come.

Admiral Ryokugyu has an incredibly powerful Logia fruit

Main Power: Mori Mori no Mi

As one of the Admirals of the Navy, Ryokugyu is easily one of the most dangerous characters of all One Piece. His main ability comes from his overwhelmed Logia Devil Fruit, which gives him the power to manipulate and even become nature. This was so strong that he managed to overpower the Red Scabbards and Beast Pirates at once, which included some seriously tough enemies like Yamato and King. Ryokugyu can even use basic Haki forms, making him an incredibly powerful marine.

Fujitora is an incredibly powerful marine

Main Power: Zushi Zushi no Mi

Like Ryokugyu, Fujitora was appointed to the position of admiral after the time jump, showing that his strength was so great that it warranted such a high ranking position in the fleet. His Devil Fruit is a powerful paramecia type that allows him to completely manipulate gravity, which is an overpowered ability for the world's One Piece which allowed him to take on many enemies at once during the Dressrosa arc. On top of this, he has some of the best Observation Haki in the series, making him a deadly foe.

Kizaru is the fastest character in the series

Main power: Pika Pika no Mi

Like most of the other admirals, Kizaru has access to an overwhelmed Logia Devil Fruit. However, it can be argued that his is perhaps the strongest as well, as it allows him to manipulate and lighten up, making him arguably the fastest character in the entire series. Kizaru's incredible performance during the Egghead Island arc really showed why he is such a powerful character, and along with his ability to use Haki, his Devil Fruit makes him a truly dangerous foe in the final war.

Kuzan is one of the strongest pirates in the current environment

Main Power: Hie Hie no Mi

Although Kuzan was once one of the strongest admirals in the navy operating under the codename Aokiji, he has since abandoned this role and joined the Blackbeard Pirates as one of the 10 Titanic captains. Although his main power is his overpowered ice-controlling Logia Fruit, his years as Garp's main disciple have also made him a master of Haki, as he proved in his battle against Akainu, during which he fought the Fleet Admiral for 10 days straight, permanently injuring him.

Akainu is the strongest marine of them all

Main Power: Magu Magu no Mi

Arguably the strongest Marine in the current era is Akainu, with many even considering the Fleet Admiral to be stronger than Garp right now. His main power is his Magu Magu no Mi Devil Fruit, which Oda has confirmed to be the most offensively powerful Devil Fruit in the entire series, as it gives Akainu control over magma. In addition to this, Akainu is also confirmed to have Haki, with most fans believing that he can also use Conqueror's Haki due to his role and ambition for the world.

Blackbeard is the only person who can use two Devil Fruits

Main Power: Yami Yami no Mi + Gura Gura no Mi

Arguably the most dangerous character in the whole One Piece series is Marshall D. Teach or, as he is more commonly known, Blackbeard. This is mostly due to his kind nature and hidden plans, along with the fact that he is the only person who can use two Devil Fruit abilities at the same time, which are the strongest Logia and Paramecia powers in the story. Due to the Devil Fruit-negating powers of the Logia Fruit and the world-ending power of the Gura Gura no Mi, Blackbeard is the pirate to watch out for.

Luffy has the most important devil fruit in history

Main Power: Hito Hito no Mi, Model: Nika

What fans had always thought was a fun Devil Fruit that gave its user the properties of rubber eventually turned out to be a Mythical Zoan God Fruit that gave the user the reality-altering powers of a Sun God. With the Nika fruit, Luffy can basically do whatever he wants, which, alongside his mastery of all Haki types, makes him arguably one of the strongest characters in the series. However, the large stamina loss of Gear 5 takes away his overall ranking as the strongest.

Dracule Mihawk is the world's greatest swordsman

Main Power: Mastery of Haki

Mihawk has held the title of the world's strongest swordsman for years at this point, and the entire reason for this is his unparalleled mastery of Haki and his skill with a blade. Wielding perhaps the greatest weapon in the series, the Yoru, which is the only armament that is both a Black Blade and a Supreme Grade Weapon, Mihawk cemented himself as Shank's greatest rival and equal, and he stands tall as one of the strongest pirates of all time.

Shanks is the one who carries Roger's legacy

Main Power: Haki Mastery

Like Mihawk, Shanks is a top level pirate whose strength comes from his Haki alone without the use of any Devil Fruit power. Throughout One Piece story, Shanks has demonstrated the greatest feat of Conqueror's Haki in modern times by incapacitating an Admiral from miles away, which can only place him at the top of this list, as it shows a mastery of Conqueror's Haki that is the best since Joyboy himself. While it's impossible to truly say where Luffy would rank compared to Shanks, most fans still place Red-Hair as the strongest pirate going into the Final Saga.
