In the grand scheme of things Dragon Ball franchise, the ability to blow up entire planets honestly isn't even that impressive. From the early days of the series, feats like destroying the moon were already well established, although it should be noted that only the most powerful characters were capable of doing so.
While this largely remains true to this day as well, with the greatest feats only available to the most powerful characters in the multiverse, there are quite a few races in Dragon Ball which are very powerful by nature – but only the absolute strongest can destroy the Earth.

The Namekians have been home to a few warriors over the years

Although there is only one Namekian who has ever reached the greatest heights of power in the setting, as a race, they are quite formidable. This is mostly because the Namekians are all very into Ki and magical energy, which can also be seen with their true origin from the fabled Demon Realm.
Even at the beginning of Dragon Ball ZPiccolo's strength in his base form was enough to destroy the moon while training Gohan. Since then, the Namekians have only gotten much stronger, and the general warrior population of Namek is still considered powerful enough to destroy Earth if they ever had to.
The Majin are demons that come from the Demon Realm
Notable members: Majin Buu, Majin Kuu, Majin Duu
The Majin are some of the original inhabitants of the mythical Demon Realm and have existed for eons before the main start Dragon Ball story. Of course, the most infamous member of this race is the legendary Majin Buu, who was originally one of the greatest threats facing the entire universe.
In his original “Kid” Buu form, this villain was a crazed and psychopathic monster who proved to be powerful enough to wipe out entire galaxies. Since then, other notable members such as Kuu and Duu have been introduced, and while not as dangerous, their appearances in Dragon Ball Always definitely gave them enough strength to destroy the earth. Finally, there is also Majin Rymus, who was shown to be the creator of the multiverse and arguably the strongest character in the franchise.

The Saiyans are the ultimate warrior race

The Saiyans are the main race in the franchise and the focal point of the entire story. Saiyans, always heralded as “the ultimate warrior race”, have some of the greatest latent powers and potential to be found in the multiverse, allowing them to grow stronger by a large margin just by releasing their emotions.
The main characters of the story have gone from being humble warriors to heroes who can challenge gods and use the most powerful divine techniques in the multiverse. Even in the early days of the series, the Saiyans, who can't measure up in modern times to the likes of King Vegeta or Bardock, destroyed multiple planets with ease, leaving the Saiyans incredibly overpowered.
The frost demons have the most potential

The greatest villain in history Dragon Ball franchise is none other than Frieza. His race, the Frost Demons, are the most powerful mortal race we know. The reason for this lies in their unparalleled potential, which can rise in power even faster and more convincingly than the Saiyans.
However, it has never been made clear whether Frieza's potential is unique to him or is just endemic to the entire race. Due to the fact that the only other canon member of the race, King Cold, is dead, it's impossible to know for sure. What is known is that Frieza, in his ultimate state, one-shots Ultra Instinct Goku and Ultra Ego Vegeta, which singlehandedly puts him as the strongest League of Death in the series.

The Glinds are extremely powerful due to their nature
Notable members: King Kai, Shin, Zamasu
Although the Glinds, or Kai as they are more commonly known, are not hung by many as fighters, the truth is that they have formidable power. In the Buu Saga, Shin revealed that any of the Kai were capable of defeating Frieza with one attack, definitely putting them as planet-level warriors considering how Frieza managed to destroy Planet Vegeta in his first form.
As such, some of the Kai are even more exceptionally trained to hone their power, with King Kai, Supreme Kai and, most importantly, Zamasu coming to mind. As for the latter, his strength grew to massive proportions and allowed him to battle Goku and Vegeta's Super Saiyan Blue forms, making them more than strong enough to destroy Earth.
The angels are the highest race in the multiverse

Dragon Ball Super revealed the Gods of Destruction, said to be the most powerful beings in the cosmos. However, the truth is that their attendants, the Angels, are the strongest beings of them all, and this is due to the fact that they are in a perpetual state of Ultra Instinct, which is the greatest martial arts technique in the multiverse.
Due to this condition, they are masters of the technique and even serve as the Destroyer God's mentors due to their overwhelming strength. In fact, Whis was able to knock out Beerus with a single hit at the end of the Beerus arc, which is pretty good considering Beerus is the strongest destroyer and is leagues above Goku and Vegeta in their ultimate states.
