Dying and losing your loot to an Arc or another player in Arc Raiders is frustrating, but nothing will grind your gears like a rat ambushing you while you're trying to extract. Sure, it's infuriating, but it's all part of the game and makes every round feel unpredictable. The best way to deal with this is to take it on the chin and move on.
Or, if you're the type to hold a grudge, you could create a website to post bounties for rats and add their names to the list. That's exactly what some Arc Raiders players have done. Speranza Bounties allow you to post bounty money for a rat that killed you or someone you know, along with a specified reason. At the top of that list is one of the game's biggest advocates, streamer TheBurntPeanut.
Wanted: Dead rats
As discovered by GamesRadar, the unofficial bounty page allows you to post these bounties and with valid reasons. Besides being popular, TheBurntPeanut tops the list for several reasons. Voice Chat Snake, meaning he mistakenly made people think he's friendly, Vault Vulture, for stealing items from vaults unlocked by others, and Hate Speech, which is self-explanatory. Although there seems to be no verification process.
Besides him, other popular streamers on the list include Nickmercs, Clkzy, Nadeshot, Tfue, summit1G, and Spyrixtv_twitch, among others. Once marked, you can collect a reward by submitting a video or screenshot of how you kill them in-game. While the FAQ states that there are rewards for completing rewards, the exact rewards will be revealed soon.
Since it's a fan-made site, don't expect too much in the way of verification. You can submit a reward for someone who says the voice chat looped you, but the FAQ says nothing about providing proof. Also, since the list is up for voting, you can expect popular streamers like TheBurntPeanut to rise to the most coveted level.
