The World Government is the controlling federation on the blue planet, where A bit takes place. Its proximity to power, as well as its goal to protect those as it controls, leads to it attracting a number of subordinates, of which a number are not strictly loyal to its larger goals.

Vergo
The inner man
Vergo was a long -lasting follower of Donquixote Doflamingo. As a reward for its strength and loyalty, Verga rank as Corazon, as one of his best officers. But he was removed from rank because he was needed somewhere else.

These characters in a piece spent years trying to arouse the resistance. Some of them even succeeded.
Doflamingo gave Vergo the goal of spying on the marine soldiers by infiltrating them. For this purpose, he climbed into the trail and became a vice Admiral, the third highest rank in the organization, before he left. He was not caught in about 15 years and is understood to have sent important information to his captain during this time. He caught Rosinante, Doflamingo's foreign younger brother, and ironically acted as a mole for the marinas, in his own vacant place. Vergo was powerful, after being sufficiently skilled in the armor of Haki to the point where he could cover his entire body in it and use a bamboo memory as a weapon.

Caesar Clown
A crazy scientist
Caesar Clown was a Dr. Vegapunk's member association in Mads, an innovative but illegal research institute. He competed with Vinsmoke Judge and Scien (later known as Queen) to become known as the group's second best (because Vegapunk was the obvious first). When Mads closed, Caesar was one of the researchers who was coordinated in the navy.
Caesar again worked with Vegapunk on punk risk. Caesar, however, took things too far with his experiments when ordered not to end the creation of an illegal gas weapon. In response, Caesar detonated it and was then removed from the research group and arrested. He later fled, but was indirectly connected to the government through doflamingo. He has since resumed fleeting status and created Neo Mads, along with Vinsmoke Judge.

SEAT
An undercover clone
Stussy was the first successful human clone, copied from DNA from Miss Buckingham Stussy. The original Stussy was a subsidiary of Mads, which was generally regarded as a free ead. At the age of 10, Stussy was accepted to Cipher Pol, the authority that educates children in advanced agents, as an orphan.
But her true loyalty lay with Dr. Vegapunk, who had its own concerns about the world government. Stussy knocked out her colleagues, Lucci and Kaku and identified them as strong to fight immediately. With that said, she still showed an impressive level of physical force and had the forces of the batto -batto no mi.

Shiryu
The second titanic captain
Even through Impel Down's low standards for behavior towards prisoners, the exaggerated brutality in Shiryu, Impel Down's former main catcher, was found to ignore. This led to him being imprisoned on the lowest floor and putting on the death row. Breakout temporarily stopped Shiryus execution, but it made it clear that Shiryu would eventually be executed for its crimes.
But the BlackBeard pirates, who were in prison to recruit strong crews, offered Shiryu a chance to join them. He accepted and noted that the alternative was a death sentence. When the crew was expanded, Shiryu was made one of his ten Titanic captains, giving him authority over some of the BlackBeard pirates. Shiryu is physically strong and turns out to enjoy killing others. He has recently added a new addition to his Arsenal, The Suke Suke No Mi, which allows him to turn himself and his surroundings invisible.

Trafalgar D. Water Law
Short a warlord
Trafalgar D. Water Law's partnership with the government is quite short compared to most warlords. Sometime during the Timeskipet he caused the stonious port event, which led to her capturing a hundred pirates' hearts and sent them to the government in exchange for his rank.
At Punk Hazard he brokered an alliance with Straw Hat Pirates, wanted to use his power to overthrow an emperor, and to think that Luffy was not the type to take orders. After explaining his alliance to Fujitora, the law was unauthorized by its role.

Crocodile
Secret crush leader
A long -term member of the seven warlords in the sea, the crocodile was praised as a defender of Alabasta, but he had design for the Kingdom, secretly. He was head of Baroque Works, known as Mr. 0, which used a variety of marked executives to conduct different operations against controlling the kingdom. His plot was foiled by the straw hats, but the world government, embarrassed by storage, trifle its role and held up the marinas as the true heroes in Alabasta.
Crocodile was imprisoned in Impel for its crimes, but fled with the help of Luffy and other pirates. After the summit, he formed the marine hunting organization, Cross Guild, but his colleague Ex-Warlord, Buggy, was falsely identified as the leader group. Crocodile's own power is nothing to sneeze on. He is one of the few antagonists who beat Luffy twice and is strong enough to confront the toughest of his co -lords.

Jimbei
The newest straw hat pirate
Jimbei was a member of Sun Pirates, a crew that emphasized the solidarity of the fishmen. Despite his personal hatred of people, the crew leader, Tiger, stopped losing his life by returning a fleeting human slave to his home. At his place, Jimbei took leadership and ended up joining the seven warlords in the sea to let their crew return home if they so desired.
Jimbei admired Whitebeard Pirates, who had claimed Fish-Man Island to defend it. Jimbei's own relationship with Whitebeard led to him being voluntarily imprisoned in Impel down and losing his state privileges. He was eventually part of the breakout, which spilled over to the top war.

Donquixote Doflamingo
Different dragon
Doflamingo's closest family was removed from the world's noble system at his father's insistence. The pain he endured as a result became the basis for a lifelong nag against the heavenly dragons. To redeem a certain level of lost power, his crew took over the dress pink, the kingdom of which his ancestors abdicated, to become world nobles.

A bit: 7 pirates who were born rich
These pirates with a paragraph were born in privilege and usually have non-monetary motives.
Although he was a government authority, Doflamingo often brokered alliances with other notorious criminals such as Caesar Clown and Kaido. After the law forced him to admit Caesar in front of the Marine Soldier, Doflamingo considered him a subordinate, in an attempt to confirm them both. In the end, he was defeated by Luffy and arrested by the marinas. Together with Crocodile, his own efforts to take over a government -sanctioned kingdom were part of the precedent for the abolition of the seven warlords in the sea.

Kuzan
The tenth Titanic captain
Kuzan, formerly known as Admiral Aokiji, had a complicated relationship with the government. He saw their brutality in ohara, where the population was wiped out in a genocide, to prevent the research of the invalid century. This led to him following LAT justice, which reasoned that justice was rarely worth the effort it took to adopt. But he only started acting against the government after losing on the Navy Admiral position.
Power alone was not Kuzan's motive. He was disgusted by Akainu ideals and actions and seemed to seem to prevent him from gaining power. He fought Akainu for several days, but he lost the battle and promotion and chose to leave the organization. He has since become the tenth Titanic captain for BlackBeard Pirates, even though he was a later addition to the crew. This is probably out of respect for his great power, with his devil fruit that allows him to immobilize several crew members with ease.

Admiral Teach
Marshall D. Teach's effort to infiltrate the seven warlords in the sea was carefully designed. He caught port gas D. Ace and traveled to drive down, which was in the middle of a breakout because of his catch by Ace. In addition to recruiting Shiryu, the teaching began a deadly free-all to determine the strongest prisoner, choosing Vasco Shot, Sanjuan Wolf, Avalo Pizarro and Catarina Devon. This lost him his government access, but because he was one of two warlords who actively resigned rather than being dismissed, it did not disturb him much. After killing Whitebeard and stolen his devil fruit, teaching up to his former captain's rank as Emperor, who goes by Alias of Blackbeard.
The BlackBeard pirates expanded and led the teaching to appoint their original herds, together with Kuzan, as the ten Titanic captains, which gave each part of the crew in the crew. When he was in control of these captains and the larger crew, the doctrine gave himself rank as “Admiral”, which his crews tend to use for him. Since leaving Whitebeard's crew, his two devil fruits, Yami Yami No Mi and Graa Graa No Mi, have increased his power further. He is undoubtedly the most powerful traitor for the world government.
