Depending on their actions, the world government assigns them bounties. Normally, the organization distributes bundles without any bias, but sometimes it manipulates information. So far fans have seen many tall bounties, but none of them compare with that for the most legendary pirate in A bitRocks D. Xebec.

During the last chapters in manganese, ODA has moved his attention to the stones D. Xebec, who was the leader of Rocks Pirates. ODA revealed that Rocks infiltrated Marijoa earlier and kidnapped several kings who participated in the reverence. If that was not enough, stones also attacked a navy Admiral and gave him serious wounds. Despite the best efforts of the medical team, the Admiral could not survive and finally underwent his injuries.
In addition, stones entered the Chamber of Flowers, a place that IMU often visits. After reaching the flower chamber, the stones hit Imu and warned them that he would return in the future. Obviously, this incident was not published, but it would really have affected his profit.

Stones D. Xebec were not a regular pirate in any way. He had Monströ's strength as he dampened some of the best fighters in a piece of history. First and foremost, Rocks' Haki was a problem for all people. When he collided with Harald, there was a massive shock wave that wiped everything within a five -kilometer radius.
It is unconfirmed if stones had a devil fruit, but it is likely that he had one. Finally, Rocks was an expert Svärdman. His swordsmen were of the highest level, and it is said that his sword attacks were comparable to a giant hammer or a cannonball. Rocks probably used its swordsmanship to destroy Gates of Justice, an achievement that would be impossible for most characters with one piece.
The greatest evidence that confirms stones as the most powerful pirate in his era is the good Valley incident. When Rocks went to good Valley, he was taken down by a team by Gol D. Roger and Monkey D. Garp, two of the strongest characters in one piece. They could not beat stones in a 1v1, which is why they had to merge. It would be a referral not to mention that Garp was mainly interested in catching Roger, so for him to change and cooperate with his rival is a big deal, and it further proves that stones were above them.
Since Flashbacken is still ongoing, fans can expect to learn new details about Rocks D. Xebec. It is also possible that ODA will finally reveal what exactly happened to good Valley and who fought who.
