Luffy can be one of the most carefree characters in the world of A bitBut as the captain, he still has a set of responsibility that he needs to think about all the time. This has resulted in the picky protagonist creating some golden rules for himself, and sometimes, for the rest of his crew, which he sees as crucial to follow along the trip. Luffy is still a pirate that has a heart of gold, and it is ultimately what makes him follow these personal beliefs, no matter how strange or bizarre they can work from the outside.
Each captain must be an example for his group to follow, and it is fair to say that Luffy has done just that, considering how much his selflessness has rubbed on the rest of his herds over the race A bit story. That being said, it is time to see how this relates to Luffy's own golden rules, and even more important, what exactly these rules are actually in the first place, and why Luffy sees them as so important.
Final spoiler warning for a bit!

Act first, think later
Luffy has a tendency not to think about the consequences
Unlike most captains seen in A bitLuffy is far from a strategist. Instead, he is someone who loves to throw himself into a chaotic battle without having any kind of plan to follow, and although this can annoy some of his herds from time to time, it has also managed to make him some fairly significant profits as a result of his recklessness.
That being said, this is a personal rule that Luffy just can't shake off, no matter how many times teams and some of the other pirates can try to deter him from doing so. A recent example of this came in Wano Arc, where Luffy undertook to load into Onigashima alone, just because he was so anxious to take down Kaido and finally liberate the country from his tyranny. He is not someone who thinks about the consequences of his actions, but it is only because he wants to get the job done as quickly as possible rather than waiting for someone else to do it first.

Don't judge a book after the cover
It is rare that Luffy will ever form an opinion on someone's appearance alone
The series of that series of that series of A bit is full of many different breeds and cultures, which inevitably has led to a lot of prejudice in the world. However, Luffy really does not care about what a person looks like, as all he is concerned about is who they are under the surface, and more specifically, whether they are a good person who intends to help others in any way they can, or a selfish villain who just cares to benefit themselves at the expense of other people.
It does not matter if someone is a walking and talking skeleton, a man with a heavy half the size of the body, or even a humanoid clean; Luffy will never judge anyone even his appearance alone. This has actually worked to his advantage as a captain, as it has enabled him to recruit a very diverse mix of people to follow him on his journey, which makes the adventure much more fun as a result.

Nothing beats meat
There is not much luffy loves more than gigantic pieces of meat to chew down on
Although he is not a chef himself, Luffy still has a pretty big interest in food, and although he really is not picky with what he eats, it has become quite clear that all types of meat is his absolute favorite. Although this can be seen as a simple character quirk for most people, the reason is that it is something of a rule for Luffy because of how obsessed he is to fill his stomach up at any time it starts to be knotted, because he will make it his mission to seek even a single piece of meat at the moment he begins to feel peccic.
At the same time, he must also eat to stay strong, as in the end it is what helps him charge after being beaten by a tough opponent. Luffy will eat everything that Sanji whips up for him, but in his own opinion, as something of a feeling of food, meat is always number one.

Keep one bit secret
The Straw Hat captain does not want to learn the truth too early
In Sabaody Story ARC there is a fascinating scene where usroad decides to ask Rayleigh the truth about one piece. After all, this is a pirate that once sailed the sea with the legendary gol. D. Roger himself, but even though it was clear that he had many beans to waste, he could not even get a word out before Luffy screamed at the top of the lungs to prevent him from revealing anything.
For Luffy, it would be unmatched to learn the truth before he actually reaches the treasure itself, and this seems to be a personal rule that he has held since he was first pirated. Sure, like everyone else pirate, Luffy wants to see one piece for himself, but he also protects the adventure and feeling of excitement that comes with getting a step closer to the tax, so learning the truth in such a non -calanity would simply be against his line of mind.

Avoid killing
To take someone out in such a beautiful way is not Luffy's style
It doesn't matter how much someone tries to counteract Luffy and get under the skin; He will always refrain from killing them when he is inevitably forced to fight his new opponents. On the one hand, this is completely meaningful, considering that Luffy is mainly the face of shōnen hope, so that he walks around and dry people so, so, so, so no would just be a very neat look.
Within the story itself, it is also fed into Luffy's own personality by being someone who is ultimately very selfless and caring, since he would rather see these characters reform themselves and have a second time in life rather than killed directly. While he has certainly struck more than his fair proportion of enemies to a bloody mass, he will never land the last attack that would end their lives for good.

Never leave a crewmate behind
Luffy will go extremely to save his family
The straw hats are not just Lffy's loyal tras-tag crew; They are also considered to be his family, which is very meaningful considering that he grew up as a fairly lonely child back when he was still trained to be pirated. A rule that Luffy has clarified from the beginning of the series is that he will never leave his crews behind him and is willing to go to extreme lengths to save them when they are in danger.
For example, in Water 7, despite being kidnapped by the evil group of spies called CP9, Luffy was still ready to put her own life on the line to save Robin, even though she still seemed quite suspicious at this point in the story. A slightly different example of this is how Sanji decided to leave the crew as part of his marriage to pudding, as this on the surface seemed like a voluntary choice, Luffy still knew from within that Sanji wanted to return to the sunny and simply not unwilling to release him as a result. If you are a member of the Straw Hat crew and you ever find yourself kidnapped, you can guarantee that Luffy will be there to save the day eventually.

Never give up
Luffy will never stay there for a long time no matter how many times he has been beaten
Most ordinary pirates would have given up a long time ago if they were on the same trip as Luffy, but there is a fire within this captain who just never seems to go out, no matter how many times he struck. While Luffy was able to keep his own for the first stories, as when he was seriously over -matched by Rob Luci when he landed in water 7, because it was a time when he completely humiliated the first time he fought him.
Knowing that his crewmate Robin was in danger, Luffy simply refused to give up and would continue to come back on his feet no matter how many times he would be stabbed through the chest. Another example that shows his steadfast spirit can be seen through his interactions with Kaido, who strikes Luffy out several times and tells him, just because the straw hat finally comes back and turns by activating tool 5, which proves to his enemy that he will always stay in the fight, no matter how bleak things can look.
