The base list for Dead or Alive 6 final round features 29 playable characters, with two more available as paid launch day DLC. Sorry, even if you bought it King of Fighters duo already for the vanilla version of Dead or Alive 6have to put them out again due to licensing issues, which will no doubt come as a disappointment to some comic fans.
Other than Mai and Kula, though Dead or Alive 6 final round the list includes all playable characters from the original game, with more coming via DLC. There is also a free-to-play version of Last round called the Core Fighters edition, although this only includes four of the 29 playable characters from the base roster (Kasumi, Marie Rose, Honoka, and NiCO).

How to unlock Mai and Kula in Dead or Alive 6 Last Round
Although both are displayed on the character selection screen, the only way to unlock Mai and Kula is by purchase Dead or Alive 6 Last Round x The King of Fighters XIV cooperation. For licensing reasons you have to buy them again even if you have already paid to unlock them Dead or Alive 6. Each character can be purchased separately and comes with five bonus costumes.
