PlayStation Welcome is a new function for PlayStation 5 it's the new first screen you see when you turn on your PlayStation. This screen is highly customizable and allows you to add or remove widgets to prioritize seeing what you think is most important.
PlayStation Welcome also has a background that can be changed to almost any image you want, although this background appears behind your current widgets and will fade away when you move away from the PlayStation Welcome icon. Although these three will appear as smaller widgets along the left side of the screen, it will leave most of your screen open to show off the background.

The third open in the background menu is your media gallery, which allows you to choose which image you have taken as background. You can find images on a PC and download them to a USB drive before connecting it to your PlayStation.
