Emotes are less contextual and more of an excuse to pose or interact with players, so this has never had a profound barrier to social encounters. Admittedly, some players simply enjoy standing in front of an Orbital Napalm Barrage with their arms outstretched in an embracing co-emote gesture to enjoy the destruction they've inflicted on a planet's invaders.
