When we got around halfway into Ghost of Tsushima, Jin was cutting up Khutun Khan's men like they were paper. Half the camp would be taken out in battle, while the other half would see their weapons bounce off his blade, which then decapitated them. However, it's a completely different story with Atsu in Ghost of Yotei.
It seems that Lord Saito has trained his men much better than the Mongols, because you may have noticed that they not only hit harder, but can take a lot more damage as well. She doesn't have the samurai training that Jin did, but players have noticed that Atsu's damage is much less and her enemies hit much harder.
Ghost Of Yotei's damage balancing can be a bit skewed
While taking more damage can be seen as a nice challenge, Ghost of Yotei players on Reddit think she should really do a lot more damage. Sometimes it takes two full combos to bring down even a regular enemy, who in turn can cut down Atsu in just two hits. It gets even more nerve wracking when enemies start swarming you.
Players also suggested that another reason for this damage could be the lack of defense-focused armor sets. Tsushima featured several sets that boosted defense or damage, based on your needs and playstyle, while Yoteis offered various benefits. This could also be a reason why hits take a large chunk out of Atsu's health bar.
Narratively, one could argue that Jin has the training and discipline that allows him to hit harder and take less damage. But those aren't things to think about when making a sequel. Sucker Punch brilliantly showed the difference between their fighting techniques, but getting enemies to damage mushrooms makes it feel like a chore at times.
It curbs the bad feeling you get from being Ghost like we did in the last game. Sure, Atsu gets stronger and learns more techniques as the game progresses, but until then you have to make sure you don't get hit.
