Eight years after Dragon Ball Super anime ended, a sequel was finally announced at the Dragon Ball Genkidamatsuri earlier this year. Dragon Ball Super: The Galactic Patrol will finally adapt Toyotarous Galactic Patrol Prisoner Saga. Set immediately after the events of Dragon Ball Super: BrolyGoku and Vegeta are recruited into the Galactic Patrol when the patrol's most dangerous prisoner breaks free and heads to Namek for the Dragon Balls.
Planet-Eater Moro is one of the most powerful villains in the world Dragon Ball franchise, surpassing even Jiren and Broly at full power. Fun grows stronger by consuming worlds – literally. Moro can feed off the energy of all living things, and by the end of the Galactic Patrol Prisoner Saga, he becomes a legitimate threat to the gods. Jiren was a God of Destruction level threat during the Tournament of Power, but Moro is far more powerful and finally presents Goku and Vegeta with their biggest challenge yet: a villain stronger than the gods.

Moro is the toughest enemy Goku has ever faced
After defeating Moro Seven-Three in Dragon Ball Super Chapter 65, Goku tries to spare Moro by giving him a Senzu Bean. Goku specifically says that he has “never come across anyone as tough as you” referring to Moro. This is a big deal because Goku starts fighting Jiren in the Tournament of Power and needed to fuse into Gogeta to beat legendary Super Saiyan Broly. Notably, Jiren was stronger than Universe 11's God of Destruction, Belmod, while Broly could only be defeated by a God-Tier Fusion that was implied to be stronger than Beerus.
This means that Moro was already stronger than several gods in his seven-three form. Goku would also use Beerus as a benchmark, suggesting that Moro is stronger than the power Beerus gave out during The Battle of the Gods. After eating the Senzu Bean, but refusing to go quietly with the Galactic Patrol, Moro becomes even stronger as he absorbs all of Meru's abilities. Moro becomes an angel by doing a number of things, from breaking the fist on Goku's body to being able to fight evenly with Perfected Ultra Instinct Goku. Angel Moro even surprises Goku with how fast and powerful he has become.

Moro is the only villain in Dragon Ball who can use Ultra Instinct
By absorbing Meru's powers, Moro becomes the only villain in the Dragon Ball Super who actually uses Ultra Instinct. Perfected Ultra Instinct Goku is more than strong enough to hold Moro back, but Moro manages to adapt to using Ultra Instinct much faster than Goku did during the Tournament of Power. Goku's confidence quickly falters as he fails to do enough damage to actually kill Moro. Ultra Instinct Moro is realistically stronger than most gods at this point.
Unfortunately for Moro, his body cannot handle Meru's angelic powers and quickly begins to reject his newfound god Ki. In order to survive, Moro merges with the Earth and begins to drain the energy from all living things on the planet. Planet Moro's power level ends up rising at a rapid rate, surpassing even Perfected Ultra Instinct Goku. In the end, Goku narrowly defeats Moro thanks to Vegeta using Forced Spirit Fission and Uub donating a huge amount of his Ki to his final attack. If it wasn't for Uub, Perfected Ultra Instinct Goku wouldn't have been able to beat Moro.

Dragon Ball Super's villains will only get stronger
Moro will break the internet when Dragon Ball Super: The Galactic Patrol is finally airing, but that will only be the tip of the iceberg. From here on out, Dragon Ball Supers villains will only become more and more overpowered. Granolah and Gas will literally become the strongest warriors in Universe 7 during Granolah the Survivor Saga, only to be outclassed by Black Frieza – who remains the most powerful League of Death in Dragon Ball Super.
Cell Max from Dragon Ball Super: Super Hero also implied to be stronger than both Ultra Instinct Goku and Ultra Ego Vegeta. Provided Dragon Ball Super 2 also remakes the Super Hero Saga, fans will get to see Gohan Beast stronger than ever, while Broly finally learns to master his full power. If all goes well, Dragon Ball Super will finally animate Black Frieza in late 2027/early 2028, giving fans a villain that finally rivals Beerus.
