The review is a villain that is easy to hate, so much that it is honestly surprising that he managed to remain alive after his confrontation with Midoriya, given how irrevocable he is as a character. After the review managed to get hold of Eri, a young girl with the extremely powerful Rewind quarry, he would use his own badger to break the girl apart before he quickly put her back so that he could extract her blood.
The reason he abused Eri was so he could use her to create bullets that could remove a person's screaming ability altogether. Connect this with the fact that the review is pumulated by a barrier of attacks from Midoriya to 100% of its power, and it is still a surprise that Horikoshi did not decide to get him to remove the story completely.

Hawks
Having such a formidable pro hero killed in action would reinforce the intensity of the final war

Although they were introduced at about halfway in the series, the young and infinitely charismatic pro hero known as Hawks a fairly major role in the broader story. Hawks act as a kind of undercover agent for the heroes who manage to extract lots of critical information about the villains and Meta Liberation Army for his allies, and despite his wings being burned by Dabi, he eventually did it in one piece.

Re-Destro's epic duel with Shigaraki is one that no fan of the series will ever be able to forget, but their collision ends on something of a controversial note. After seeing how strong and capable shigaraki is in battle, Re-Destro decides that he is worth leading Meta Liberation Army and its ideals into the future and encourages him to hand over the top to his newfound allies.
Given that Re-Destro is imprisoned not long after, Horikoshi could potentially have had Shigaraki to kill him in their struggle as a way to emphasize how strong and graceless Shigaraki has become. At the same time, since Edgeshot is the one who takes him down, it would have been perfect to see Edgeshots Quirk interact with re-dests inside as a way to kill him, which could be ashamed Bakugo's revival later, which made it much more likely.

Dabi
Dabi's last meeting with his family felt like a fitting ending for the villain

While Dabis Blueflame Quirk is more than strong enough to burn even the strongest heroes to nothing but Ash, it comes at the expense of his own body, which was slowly burned away due to the heavy use of his flame. During the last war, after Dabi wears down the Hero Society and reaches his emotional breaking point, his property begins to go into exaggeration and turn him into a ticking time bomb that will destroy the entire country if he is not stopped.

Gran Torino plays a rather important role early in My hero AcademyThe story, acts as a mentor for Midoriya when he still got used to one for all, but he slowly fades in the background throughout the series. As a member of the old guard who had been a teacher for all power and a companion to Nana Shimura, Gran Torino had seen one for all transferred between many users during his time.
As a result, many assumed that he would inevitably be removed from the story of a villain as a way to enter the series' prominent theme for each generation and continue the legacy of the one that came before. However, the main reason that Torino should have kicked the bucket is because of how he became stabbed straight through the chest of shigaraki, just to somehow do it through alive, even though he was also an older man. It may have been that Horikoshi loved Gran Torino just a little too much, but in retrospect it seems that it would have been the right conversation with having Pro-Hero.

All Might's Fall would have a huge impact on Midoriya and the hero community in general

Before My hero Academy Officially ended in manganese, many fans were determined that everything might bite the dust sooner or later, given the tradition that protagonists were killed in action. Much to the surprise to everyone, Japan's most iconic Pro-Hero did it through, although it is not an exaggeration to say that his death would have had enormous consequences on the story and the characters.
If everything might have lost their life in the first battle with one for everyone in the hiding place, it would have put a great burden on people's confidence in the Hero Society and raised the efforts tremendously. On the other hand, if everyone might have died in his second confrontation with his honor, where he used support equipment to help him fight, Midoriya would have been even more determined to stop Shigaraki and his teacher once and for all, as a way to continue All Might's incredible heritage.

Bakgugo
Bakugo's revival is a controversial moment that feels like it comes out of nowhere

Bakugo is one of the most convincing characters in the entire series, mainly because of how much he changes and matures. For starters, he encounters so little more than a brash and selfish madman who does not love anything more than blasting him in the wrong way, but he will eventually realize the responsibilities that come with being a hero and the selflessness required to become a protector of society.
All this culminates in him that makes a final position against Shigaraki in his final form, where Bakugo not only releases the real potential of his explosion, but also reveals a whole new panzer form. Bakugo is left for death at the end of this battle, although he is later revived by Edgeshot, apparently nowhere. Since Bakugo is considered one of the “big three” characters in the series, it is easy to see why Horikoshi went back on his death, but it felt like the perfect moment to end Bakugo's character arch, given that he would have put his life on the line that protected others from a powerful villain.
