The first sign of its downfall will be storage against the strongest characters associated with it. These individuals have seen evil that the world government can, so they will cross the organization.

Kizaru

Kizaru is an Admiral that has served Marine's loyal for several years. He has implemented orders without failing and trying his best to keep his superior happy. Kizaru is a valuable asset to the marinas and the world government. After all, he has an overpowered devil fruit, with which he can manipulate light at any time.

In addition, Kizaru has a great degree of knowledge in using armament and observation Haki. All these things make Kizaru a formidable fighter and one that the world government will hope to keep on its side. But after the events in Egghead Arc, the Admiral can try to jump vessels. He was forced to attack two of his best friends – Dr. Vegapunk and Sentomaru. Then he saw Jaygarcia Saturn and the other five elders openly attack some kind of living creature on the island. These incidents are enough for Kizaru to change and betray the world government.

Smokers are a vice Admiral and one of the few recurring characters in one piece. He has a strong sense of justice, and he will do anything to crush the criminals. Smoker Moku Moku No Mi plays an important role in his job, and without the devil fruit maybe Vice Admiral had not had much success.

Smokers have improved their strength by learning Haki. He can currently use armament and observation Haki, but he lacks mastery over them. Unlike most people who are connected to the world government, smokers are not blinded by the organization. He knows what is right and wrong. He has seen the world government change facts that fit their agenda, so he is aware of their dark side. With a strong pressure, smokers can safely betray the organization to reform it.

Fujitora

Just cares about helping the needy

Fujitora is arguably one of the friendliest characters in one piece. He is among the few marine soldiers who actually value people's lives and try to help them. Not only is Fujitora compassionate, but he is also an outstanding fighter. He has zushi zushi no mi, a devil of paramecia type that allows him to control gravity.

Fujitora can use the devil fruit to dampen a person by increasing gravity over an area or just bringing down massive meteorites to crush them. He is also an excellent swordman and practices a Saijo O-Wazamono class. Of all Admirals, Fujitora has the highest chance to betray the World Government. He has already shown that he does not care to maintain false reputation. Fujitora also helped the revolutionary army to save the slaves caught in Marijoa. If he were to reveal more dark secrets, he would certainly leave the world government.

Koby

Want to change the world

Koby is a member of Sword, a secret group associated with the Marine Soldier. The members of the sword have the freedom to follow all the goals they like, but it comes at a steep price. In exchange for freedom, the marines are exempt from helping sword members.

When Koby was captured by BlackBeard, Marines made no attempt to save him. It is safe to say if Garp had not decided to help Koby, the latter would still be on Hachinosu. There is a good chance that Koby will betray the World Government because of how corrupt and evil it is. He has witnessed all these things from the first place, and it is very unlikely that he will keep quiet.

Sengoku

Know all about the organization's errors

Sengoku is the former fleet Admiral of the Marines. He stopped in power for decades and always tried to keep the sea safe from pirates and other criminals. As the person with the highest authority within the marinas, Sengooku had access to sensitive information.

He knows about almost all the bad deeds performed by the world government, but still he never left. However, it is entirely possible for him to change the idea, especially after the events on Egghead Island. Basically, Sengoku knows that Vegapunk's transfer was correct, and if nothing changes, many will die. So, Sengoku can be allied with another group just to overthrow the current regime.

Monkey D. Garp

He doesn't like the heavenly dragons

Monkey D. Garp is generally believed to be the strongest navy available. He joined the organization many years before the current timeline and gave himself a name with his strength. In his premiere, Garp went neck and neck with Gol D. Roger, even curved the legendary pirate on several occasions.

Garp has never been one to follow orders, which is why he declined all campaigns when he became Vice Admiral. He quoted his contempt for Celestial Dragons to reject them. Garp has not turned his back on the world government yet, but it can change in the last story.
