Rocks D. Xebec was a pirate who roamed the seas One Piece during the Rogers era. He was the captain of the Rocks Pirates, which was arguably the strongest crew of its time. He had total control over his pirate crew, which had strong pirates like Big Mom, Kaido and Shiki. He was a pirate whose fear consumed the world, and he performed some of the most absurd feats of strength in the entire series, such as being able to kill a navy admiral when he was a young pirate, destroy a gate of justice single-handedly, and besiege Marijoa to capture 5 kings.

Also, in addition to all such feats, he was on par with the titans of the time in terms of strength. He was not a pushover; his legacy was such that even the World Government wanted to erase it, as his name was a threat they could not ignore. There are only a few characters who are of this man's caliber and have earned his respect and admiration.

Furthermore, he achieved these feats without a Devil Fruit and while sick with an illness. There's no indication that it affected his strength, but it's still impressive.

He helped Roger beat Domi-Reversed Xebec, and even in his older days, Garp was able to fight Aokiji. It took most of the Blackbeard Pirates to capture him.

Additionally, he is one of the few characters to defeat an Admiral and do so in three hits.

He clashed on several occasions with the Rocks, and all their battles ended in stalemate, which really says a lot about Harald. He was a phenomenal Haki user on top of all that. Also, he is the only one who was granted opposition from the Holy Knights.

Sengoku is a famous marine who is known for his battle tactics and skillful leadership. He made sure the marines won Marineford's war against the Whitebeard Pirates. He is also a very capable fighter who has served as a Vice Admiral during the Rock's era. His Devil Fruit is a mythical zoan that allows him to transform into a golden Buddha, possessing offensive powers that rival Whitebeard's Gura Gura no Mi. Not much is known about his powers, but Roger has said that only Grap and Sengoku were capable of fighting him and his crew. This makes Sengoku one of the few whose strength is respected by the Pirate King.
