Davy D. Xebec, better known as Rocks D. Xebec, was the Captain of Rocks Pirates, who dominated the sea a few decades before the current story. The crew consisted of some of the most upsetting powerful characters in a bit, and each of them was armed with deadly abilities.
The crew only stopped together because of Davy D. Xebec, because he was stronger than the rest. Xebec left a large inheritance, and only a few people can boast to replace it.

Marshall D. Teach, better known as BlackBeard, is the captain of BlackBeard Pirates. After living a life on the go, he found protection under the Whitebeard flag. He continued to travel with the crew until Thatch found Yami Yami No Mi. Blackbeard wanted the devil fruit for himself, so he murdered straw and ran away. Later he got suga gra no mi and became the only person who had two devil fruits. Yami Yami No Mi gives him the power to abolish other devil fruits and gives Yonko a significant advantage in fights. BlackBeard's suga gua no mi allows him to create shivers that can destroy all islands within seconds.
As the son of Davy D. XEBEC, BlackBeard belongs to a special bloodline. He has put his view on one paragraph and has already received three road poneglyphs. But BlackBeard wants to achieve much more, maybe even take over the world, which was his father's goal. He knows that it will not be easy, but with his planning and a powerful crew he may only be able to pull it off and surpass xebec.

Monkey D. Luffy is the captain of the straw hat pirates and one of the four emperors in the sea. From the beginning, Luffy's goal has been to become the Pirate King and assert one piece. He has beaten every individual who has stood in his own way.
Luffy has had to grow at an astonishing pace to keep up with its enemies. He currently has access to all three types of Haki and the advanced versions. In addition, Luffy can use his devilish fruit awakening to increase the injuries to his attacks. It is quite obvious that Luffy still has room to grow, which is why he should be able to past Davy D. Xebec in the future. However, it is likely to happen towards the end of the last story, as stones were Crème de la Crème from the old era.

Shanks are considered by many to be the strongest character in the present era, especially after defeat from Kaido and Big MOM. He is an easy person who does not really want to be drawn into fights, but he will fight if the situation requires it. Shanks have not gone into any battle, but that is because he did not need.
Shanks used its conqueror Haki to scare Ryokugyu, a marinad miral from Wano. When he met Eustas Kid outside Elbaf, he did not underestimate Supernova. Shanks used his future vision to see the effects of the children's attack on the fleet. He then went on to take the child out with divine departure. It is obvious that Shanks is an extremely powerful pirate, and he has probably surpassed Davy D. Xebec.

Sakazuki had Magu Magu No Mi, a lodge-type devil that is said to have the highest destructive power in the class. In addition to the devil fruit, Sakazuki also had two types of Haki.
Many people do not think that Marines has no fighters who can match someone like Xebec, but that is not true. As the Navy Admiral, it is just logical that Sakazuki can hang with Lffys and Blackbeaards.
