The five elders, also commonly known as Gorosei, are some of the most powerful and influential individuals in all A bit. Only a handful of characters have ever had the opportunity to meet these evil rulers personally, so it's always a huge surprise when someone can sit down with them, even just for a quick chat, but this is something that Shanks could achieve back during the reverence. In Chapter 1158 in A bit Manga, Oda finally reveals the birthplace for not only Shanks, but also his brother, Shamrock, and it turns out to be none other than good Valley. Although the God Valley incident, which involved Roger and Garp who collaborated to take down the cliffs, has been shown in flashes here and there, it seems that the story will show the battle in its entirety very soon, but even if everyone is aware of fighting, no one expects shanks to actually be born on the exact island at about the same time.

It was not long ago that fans were first introduced to a dangerous group of agents known only as the holy knights, but the one who led this group for most of his life was actually Shank's own father, Figarland Garling. Although he was a parent of one of the most influential pirates in the world, Garling has remained a loyal access to IMU and the world government at large, to the point where he was even chosen to become one of the five elders after the Saturn was killed because of his failures at Egghead.
When you acknowledge how high the social steps Garling actually is, it is safe to assume to get any harm to his son to end up putting a wedge between him and the other elders. On the other hand, considering how prestigious Garling the family is actually among the world's nobles, it means that even if Shanks is a pirate, he would still technically deserve to enter Mary Geois because of his status alone.
It is important to remember that the Marine Soldiers and the World Government are not against interacting with characters just because they are pirates, which were seen when they decided to take control of the warlords of the sea. Shanks may not be a warlord, but his father is a very influential member of the world government, so by default it means that he must also be treated with some respect by his elderly.

As revealed in Chapter 1158, Shamrock, along with Shanks, was born on God Valley, although unlike his brother he decided to follow his father's way to become someone that the world government could trust. Shamrock has proven its ultimate loyalty to IMU and the five elders, and although Shanks are seen as the more rebellious of the two, it is understood that perhaps Gorosei thought they could also influence Shanks to join the rest of his family to become a tool for IMU and his evil system.
The entire conversation between Shanks and Gorosei was never completely revealed, so the fans will have to wait and see if the elders were desperate after trying to get Shanks on their side during the discussion.
