From the current setting Garp remains in the clutches of the BlackBeard pirates.

However, there is a growing feeling among fans who say that Kuzan is actually a double agent working for swords. This is a secret organization of marine soldiers who have officially resigned from the world government but who are still working on its behalf and cement as one of the most competent and important forces in the world government. While they are still allies with it, they choose to work on their own as a special group.

The prevailing theory says that Kuzan is secretly ally with swords and works only within the BlackBeard Pirate's rank to extract information or work towards a currently unknown goal. The concept of double agents is not a new one in the series, since X-Drake had always been a navy but was disguised as a pirate, which is also temporarily a member of swords.
