Weather Manipulation is a god-level quirk that allows Nine to manifest giant tornadoes, deadly lightning bolts, and giant storm clouds on the battlefield. Weather manipulation is an overpowered quirk that must be used with extreme caution and restraint, as using it irresponsibly can easily lead to disastrous consequences.
In fact, Nine has significantly proven his threat level by causing extensive damage to an entire island through his weather manipulation quirk. If he were to use it extensively in an urban area with a cell activation trait, he could easily wipe out everything in his path without feeling the strain of his powers.

Endeavor's Hellflame quirk is a low-power-based ability that gives him the power to unleash massive flame pillars, unleash firestorms, and create large blasts of fire that can burn through large structures and potentially destroy city blocks or entire city zones with ease.
The same can be said for Shoto Todoroki and Dabi, both of whom inherited incredibly powerful flame-based abilities that possess even greater destructive potential than Endeavor's Hellflame.

In almost every shonen anime, anyone who has dark-based abilities is often associated with destructive potential – Koki Terumoto is no different. His Darkness Quirk allows him to engulf wide areas with a blanket of darkness made of purple liquid or slime that his hands and feet release.
The full extent of Koki's Darkness quirk is still unknown, making him a terrifying user who can cast an entire city into oblivion with ease. With Deku guiding Koki, he gets the chance to make sure no one ends up like Tomura Shigaraki again.

Kai Chisaki's Overhaul is easily a city-threatening quirk. Overhaul allows Kai to instantly take apart and reconstruct anything he touches. This includes human bodies, buildings, roads, city blocks, other large-scale structures, and even the terrain of the battlefield itself.
Even elemental matter is not exempt from Kai's overhaul, allowing him to dismantle and reconstruct almost anything within his reach. With the Overhaul quirk, it's not impossible to destroy an entire city. Erasing structures and turning roads and buildings to dust, no urban area is safe from Kai's overwhelming quirk.

Decay may be a modified copy of Kai Chisaki's Overhaul quirk, but it evolved into a much more destructive ability in the hands of Tomura Shigaraki. As soon as Tomura touches his target, whether organic or not, the effects of the decay spread rapidly depending on the extent and connectivity of the affected area.
