8 Strongest One Piece Characters Without Devil Fruit Powers, Ranked

In the last tale of One PieceEiichiro Oda has done incredibly well to highlight the strongest characters in his story. The vast majority of them use Devil Fruits, but with other abilities such as Haki heavily relied upon in this saga, it allows powerful characters without Devil Fruits to assert their dominance as well. In fact, some of the strongest characters in the whole One Piece do not possess a devil fruit, and among those present in the final saga, quite a few have also achieved the title of “The Strongest”.

Given its fierce setting, it's little surprise that talented swordsmen populate One Piece. Here are the strongest of the lot.

Sanji

• Abilities: Lineage Factor, Haki

Sanji is one of the Straw Hat Pirates' strongest warriors and certainly an incredibly strong fighter who has no Devil Fruit power. In the last saga, Sanji has gained a great reputation, so that even the admirals are wary of him. He has access to two types of Haki, they are the observation color and the weapon color.

In addition to that, he also has access to the Lineage Factor modifications made by Germa, which give him a strong exoskeleton, increased muscle mass, and a boost to all other physical abilities. All of his powers combined, Sanji is an incredibly strong monster that can stand up to the elite of the One Piece world, with an even higher ceiling to reach.

Roronoa Zoro

• Abilities: Haki, Swordsmanship

Roronoa Zoro is a pure swordsman who relies on nothing but his sword skills as well as his Haki in battle. His swordsmanship has already made him a master swordsman, and Zoro is currently refining his Haki and taking it to the absolute highest level. Zoro is a user of all three types of Haki, but his control over them is not the best. Still, thanks to Enma, he can bring out all of these Haki types incredibly well.

In the Wano Arc, Zoro was able to use Enma to bring out his latent advanced weaponry and Conqueror's Haki. With these powers he was able to defeat the king. In Elbaph, Zoro tries his hardest to take control of these Haki types, taking his total power to the next level. Considering that he intends to defeat Dracule Mihawk, he must become much stronger and improve his Haki tremendously as he continues his journey with the Straw Hat Pirates.

Ben Beckman

• Abilities: Haki, Weapon Proficiency

Ben Beckman is the vice-captain of the Red Hair Pirates, and being the theme of the crew, he has no Devil Fruit ability. Ben Beckman has a rifle that he appears to use in battle, but his greatest strength is Haki. In One Piece 4 Billion Volume, Oda clearly stated that Beckman's Haki is even stronger than the admiral's. Fans haven't seen a proper glimpse of it yet, but it goes without saying that he's an incredibly capable pirate.

According to Brannew, all commanders of the Red Hair Pirates have high average rewards and incredible strength, so the crew itself seems to have no weaknesses. This means that Ben Beckman is a monster in his own right and someone who can stand up to the elite in the world.

Scopper Gaban

• Abilities: Axemanship, Haki

Scopper Gaban is the late Pirate King's left arm and an immensely powerful pirate known throughout the world as the Mountain Eater. Gaban wields dual axes in battle and he imbues them with an incredibly high level of Conqueror's Haki. He is also a user of Advanced Armament as well as Advanced Observation Haki, making him one of the masters of this power in the entire series.

Gaban is a force to be reckoned with, and his strength is such that hardly anyone can compete with him in battle. It is said that he was on the same level as Gol D. Roger before and equal to Silver's Rayleigh, although Gaban seems to be stronger than him.

Silver's Rayleigh

• Abilities: Swordsmanship, Haki

Rayleigh is a master of Haki first introduced to fans in the Sabaody Archipelago Arc of One Piece. He is the equal of Scopper Gaban and an immensely powerful pirate in his own right, known throughout the world as the Dark King.

Rayleigh is a master of Haki, and his grasp of the skill is so good that he was even able to teach it to Luffy in a very short time. He can use all three types of Haki, with advancements in the color of the arms and the color of the Supreme King. Despite not having a Devil Fruit, he was able to establish a presence similar to that of the Yonko of the One Piece world. In fact, Rayleigh is so strong that despite his advanced age, he was able to scare Blackbeard off the Amazon Lily. That certainly says a lot about the power he possesses.

Dracule Mihawk

• Abilities: Swordsmanship, Haki

Dracule Mihawk is an incredibly powerful pirate who reigns as the strongest swordsman in the entire world. Mihawk has no Devil Fruit ability, and all he relies on in battle is his immense Haki and sword skills, just like Zoro. While Mihawk's Haki powers have not been revealed yet, the fact that he only holds the title of the strongest swordsman makes him a Yonko-level enemy and one of the strongest in the final saga of history.

Monkey D. Garp

Despite being old, Monkey D. Garp is a force to be reckoned with and certainly one of the strongest characters in the story's final saga. Garp is a pure brawler and only relies on high level Haki in battle. He is a user of advanced Haki of two types, they are the color of weapons and the color of the Supreme King.

In Egghead, Oda gave fans a glimpse of what Garp could do with his Haki, and in Elbaf, during the God Valley flashback, his strength was depicted in his younger days as well. Needless to say, Garp is an absolute monster that can only be rivaled by a select few individuals in the world of One Piece.

Shanks

• Abilities: Swordsmanship, Haki

Shanks is an incredibly powerful pirate who stands tall as one of the four emperors of the sea right now. He has no Devil Fruit power, and all he uses in battle is his incredible Haki. When it comes to Haki, Shanks is the strongest in the current era among the pirates. In fact, his Haki is so strong that it was directly compared to even the Joy Boys from 800 years ago, whose powers struck fear even in Imu.

Shank's Haki spans all three types, and he has advanced it in all areas. He can see the future with his Haki, deal damage without touching his opponent, and of course coat his blade with powerful Supreme King Haki. More than that, Shanks can concentrate his Haki into his blade in such a way that he delivers powerful hammer-like blows with it that crushes the enemy, which was evident when he fought Eustass Kid. Among all the non-Devil Fruit users in the One Piece world at the moment, Shanks is clearly at the top.
