Gol D. Roger paved the way for other pirates to enter One Piece after becoming the Pirate King and conquering the Grand Line, something no one else had achieved before him. Not only does Roger have a big title for nothing, he also showed his immense power on several occasions.

Rocks's Haki was so strong that it allowed him to easily kill an Admiral and defeat Garling with no difficulty at all.

Imu

Imu's presence at God Valley wasn't something all fans expected to see, but it's been a great inclusion of Oda. Imu was definitely, and by far, the strongest in the God Valley.

They have one powerful Devil Fruitbut that doesn't mean they haven't also overpowered Haki. Imu's Conqueror's Haki are some of the best, and fans have yet to see the full extent of it.
