Sengoku is the inspector general of the navy who previously served as admiral of the fleet. After the events of the Summit War, he retired, and as such is well past his prime right now. Still, Sengoku is one of the strongest Devil Fruit users in the Final Saga of One Piece, and it's thanks to the powers of his Hito Hito no Mi, Model: Daibutsu. This Devil Fruit allows him to transform into a giant golden Buddha and unleash powerful shockwaves from his hands.
It must be remembered that Sengoku is also a user of Conqueror's Haki, meaning he can infuse it into his attacks and wreak havoc on his enemies. Even the Pirate King, Gol D. Roger, considered him a worthy opponent, showing that he is top class despite his aging body. Sengoku does not appear to suffer from any health-related issues, allowing him to still exhibit a high level of power despite his age.

This Devil Fruit allows him to transform into, as well as create and manipulate magma at will, and he can wreak large-scale destruction with its powers.
When Akainu battled Kuzan during the time jump on Punk Hazard Island, his Devil Fruit abilities did such devastating damage to the terrain that half the island was permanently turned into a lava desert. It goes without saying that Sakazuki is one of the most powerful Devil Fruit users, and in the Final Saga, he's sure to make his move sooner rather than later. This is especially emphasized by the Cross Guild placing a 5 billion bounty on his head.

Shamrock Figarland is a newly introduced character who made his debut in the Elbaf arc. Shamrock is Shank's twin brother and is known to be incredibly powerful. He is a member of the Holy Knights and serves as their captain. In terms of skill, Shamrock is said to be equal to Shanks, but beyond that, he has the deep bond with the King of the World, Saint Nerona Imu. This covenant grants him powers of immortality and regeneration, as well as superhuman strength.
In addition to that, Shamrock also has a Devil Fruit ability stored in his sword, Cerberus. This fruit allows him to transform his sword into Cerberus at any time, and it is so strong that it can cause mortal damage to even Loki, the Cursed Prince. Shamrock's full capacity as a user of Cerberus has not been shown, but he is undoubtedly one of the elites of the final saga.

The five elders is the highest ruling authority in the world, as far as consensus in the One Piece world goes. They are all powerful individuals with titles such as warrior gods. In reality, the five elders are servants of Imu Nerona, the King of the World. They all use the Abyssal League and through it have gained different powers Yokaiwhich works just like Devil Fruit abilities do.
Each of the Elders has a unique ability up their sleeve, and so far the powers Oda has revealed include those of Bakotsu, Itsumade, Sand Worm, Houki and Gyuki. All of these powers seem to be awakened, and they allow each Elder to switch between human and human hybrid forms. The powers of Garling Figarland have not been revealed yet, given his recent ascension to the rank of an Elder, but Oda will surely shed more light on it in the final saga.
