Helmeppo

Helmeppo may not be the strongest individual in the Navy, but he is certainly a student that Garp is proud of. Helmeppo has decent strength up his sleeve. Right now, he holds the rank of Marine Lieutenant, which, while not high at all, will see him rise to even higher positions. Compared to the other marines in One Piece, fans can be sure that he will not reach the highest levels. Still, he knows Haki and is strong enough to fight some minions of the Blackbeard Pirates, as seen in Egghead. In time, Helmeppo will reach its full potential.

Hibari is a member of SWORD who proves to be fearless and her mission to save Koby shows that she has a very brave heart. She is also quite powerful and fans have seen her use some of Vegapunk's machinery in battle. She is full of potential, as Garp labeled her as one of those individuals who will light up the world in the future and scare away pirates.
Hibari has a long way to go and she is really far from reaching her peak. However, it can be said that she has quite a lot of potential and can at least become a very strong vice admiral.

Prince Grave

Prince Grus is one of the most skilled individuals in the navy. He is a rear admiral for the marines and truly a force to be reckoned with. He has the power of Gunyo Gunyo no Mi, which is a Paramecia-type ability that allows him to produce a clay-like substance and manipulate it at will.
In the Egghead Arc, Grus showed why he was as dangerous as he was. Considering he's already a rear admiral, it won't take him long to become a vice admiral, and in the future he may even go on to become a fleet admiral, especially since Garp seems to have a lot of faith in him.

Kujaku

Kujaku is Tsuru's granddaughter and that alone gives her a lot of potential, making her one of the most amazing naval officers of the new generation. She's also a rear admiral, just like Prince Grus, and fans know she holds the power in Muchi Mucho no Mi. Using this ability, she can turn her sword into a whip and use it to bend people, and even inanimate objects to her will.
Hers is an extremely exciting ability and fans will definitely get to see it more often in the future. Given her bloodline and her abilities, fans know she will make a great future for herself and rise to higher positions, potentially even becoming the first female admiral.

Vice Admiral doll

Vice Admiral Doll is quite a powerful individual and fans recently got to see a strength in the Egghead Arc. She has great control over Armament Haki and Observation Haki, which is expected since she is a vice admiral and everyone has this skill. She can also use the Six Powers, which was recently seen in Egghead when she fought the Giants.
Doll was able to defeat Kashi with a barrage of powerful punches, and it was obvious that she was using an ability similar to Ryuo's when she performed this feat. She's not that old and that's a clear indication that she might just be an admiral in the future.

Tashigi

Although Tashigi has been underwhelming on many occasions in One Piecefans know she has big ambitions. If she is to fulfill her dream, she must become stronger. Right now, Tashigi holds the rank of Navy Captain, meaning there are many individuals higher than her in terms of authority.
Still, Tashigi is pretty strong. She can already use two types of Haki, and she is also a user of the six powers to some extent. Since Punk Hazard, she has probably strengthened herself even more. In the future, fans can hope that she continues to become an admiral of the navy by fulfilling her potential.

Among the Marines, the individual most likely to be on top at the end of the story is none other than Smoker. Fans know that he is a Vice Admiral right now, and he is also one of the shining stars within this organization. He has the power of the Logia-type Moku Moku no Mi, and with this ability he can create, control, and transform into smoke at will.
Smoker also has strong Haki, and in the future there is absolutely no doubt that he will either become an admiral or a fleet admiral of the marines.

When it comes to potential, fans know that Koby might just have the most in the Navy ranks. In the Egghead Arc, his training with Garp that he endured during the timeskip finally showed his colors and allowed him to destroy an island the size of a single blow. Koby has tremendous control over Haki, and at the same time he is a great user of the six powers as well. He aims to become an admiral one day, and he will surely get to that position because it is his biggest dream. He also intends to stand up to the strongest pirates on the seas right now, and most of all he wants to stop Luffy in his tracks from becoming the Pirate King. This won't be easy for him to accomplish, but Eiichiro Oda has certainly set him up to accomplish this in the final saga, and it's something that fans are eagerly waiting to see.
