Hokage is the title given to the leader of the Hidden Leaf Village. The position is often awarded to the strongest individual in the village. The first Hokage was Hashirama Senju, who set the bar pretty high. As a result, his successor was under enormous pressure to live up to the hype. Unsurprisingly, not all could come anywhere close to his legacy.
However, that doesn't mean they weren't strong. Facing a Hokage is a nightmare for most Naruto characters, so fighting two at once requires a death wish. But there are a handful of fighters in Naruto who have reached such a level that even two Hokages cannot win against them.

Hagoromo Otsutsuki
Hagoromo is an important historical figure. He was a peace loving individual who wanted a better life for everyone. Hagoromo's ideals did not sit well with Kaguya's and eventually led to an all-out war between her and the two brothers. The battle went on for many months, and eventually Hagoromo and Hamura came out on top. After the victory, Hagoromo became the jinchuriki of the Ten-Tails. Even before his fight with Kaguya, Hagoromo would have absolutely zero problem beating two Hokages, so the post-war version would wipe the floor with them.

Kaguya is the main villain of the Naruto series. Many may question Kishimoto's idea of shoehorning her into the series, but there's no denying that she was a dangerously powerful individual. With her skills, she was a threat to the world itself. Her strength was unmatched; not even her sons could match so easily. Kaguya had several attacks such as All Killing Ash Bones and Expansive Truth Seeking Ball that could annihilate her opponent with a single hit.

Madara was a powerhouse who went toe to toe with the great Hashirama Senju. During the Fourth Great War, Madara achieved the impossible and became the ten tails jinchuriki. As a result, his powers reached such incredible levels that even Hagoromo was worried. Madara had the Rinnegan, and with the Ten Tails' chakra, he could abuse the power as much as he wanted. Even Naruto and Sasuke couldn't stand against him.

Naruto has gone through great trials and tribulations. All the challenges have made him the man he is today. He became the strongest Hokage of all time, surpassing all the powerful ninja that came before him. Naruto possesses the Six Paths Sage Mode, a unique power bestowed upon him by Hagoromo Otsutsuki. He has the chakra of the Nine Tailed Beasts, giving him access to multiple Kekkei Genkai. With all these powers, Naruto would have no problem beating two Hokage at the same time.

Obito was the victim of Madara and Black Zetsu's manipulation. For several years he remained their loyal lap dog before finally rebelling and becoming the Ten-Tails' jinchuriki.
As a result, Obito gained immense power that was enough to overpower the entire shinobi alliance. Even with their efforts, they were able to subdue him. It was only because of Naruto's emotional speech that Obito decided to lay down his weapons.

Hamura is arguably one of the most underrated characters in the series. He was swept under the rug by the writer and only appeared briefly during a backstory and in a movie.
Despite her limited appearances, Hagoromo is still one of the most important characters in the series who has played a crucial role in taking down Kaguya and freeing the world from her clutches. He was armed with the Tenseigan and Six Paths Chakra, both of which made him nearly unstoppable in battle.
