Devil Fruits are the primary power source in One Piece world, and over the years fans have seen some of the most incredible abilities revealed in the story of Eiichiro Oda. As One Piece goes deeper into the Final Saga, enemies become stronger with each passing chapter, and that only means that the need for strength among the heroes, like the Straw Hat Pirates, grows even more.
At the same time, there are characters in other factions that need major upgrades if they are to catch up with others. These characters, although strong, would require an external boost so that they can fight at the highest level and thus would benefit from eating a Devil Fruit.

Frankie

Franky is the Straw Hats' shipbuilder and a very powerful individual indeed. In Wano, he recently defeated Sasaki from Tobiroppo, and that just shows that he's pretty reliable. But in the fight against Sasaki, it was pretty clear that Franky had no other abilities up his sleeve and that an opponent of Tobioppo's level was his ceiling.
There's nothing else Franky has up his sleeve that will help him in battle against stronger foes, other than the temporary boost of Super Vega Cola. As such, Franky would greatly benefit from eating a Devil Fruit. But whether he is willing to do so or not remains to be seen. In Dressrosa, Franky flatly refused to eat Mera Mera no Mi.

Koby

One of the marines, Koby, is a character that has been in the spotlight quite a bit recently. In the Egghead Island arc, Oda pretty much focused on Koby on Pirate Island, and there he ended up playing a big role against the Blackbeard Pirates. Koby has quite a lot of potential, and his strength is huge; however, he is still far from reaching the top. To put things into perspective, even when Koby unlocked the immense power that allowed him to smash an island-sized fist out of Pizarro, the Blackbeard Pirates' fourth captain was still largely unscathed.
This attack didn't even hurt Pizarro that much, and it just goes to show that Koby, at his best, isn't strong enough to defeat even a commander of the Blackbeard Pirates, let alone an admiral. If Koby is to reach that level, he must eat a Devil Fruit.

Helmeppo

Like Koby, Helmeppo is another character that would benefit greatly from a Devil Fruit. He is even below Koby in terms of power, and this makes it extremely important for him to consume a source of power that would help him greatly in battle.
Helmeppo is strong, and there is absolutely no doubt about it; but if he is to reach the next level as a marine and redefine the next generation of this organization, then he also needs a Devil Fruit.

Tashigi

A navy captain, Tashigi is a highly skilled swordswoman who aims to collect all the infamous swords of evil people in the world. She is quite a rich character; however, her strength has failed to back it up on many occasions.
Tashigi is underpowered at this point in the story, and she needs a power up. This is especially true since she is one of the many that Garp considered to be the future of the Marines. Hopefully she will eat a Devil Fruit soon.

Lafitte is a rather strange case when it comes to those who need to eat a Devil Fruit. Fans haven't seen much of him in battle, and it's entirely possible he's already eaten a Devil Fruit. However, since this has not been confirmed yet, Lafitte could basically be one of the characters that fans can consider to be in need of a Devil Fruit.
All members of the Blackbeard Pirates are incredibly strong and have amazing abilities up their sleeves. Lafitte is the only one that is underwhelming at the moment. Of course, he has a certain ability that allows him to sprout giant wings; however, fans don't know exactly what this power is just yet.

Princess of the Arabasta Kingdom, Vivi, is a character that will be extremely important in the Final Saga of One Piece. After King Cobra's death, Vivi will most certainly reunite with Luffy and the Straw Hat Pirates and hope to protect Arabasta's land as well.
Vivi is really strong; but if she used to hang with the rest of the crew after she rejoins, she'll need a major power upgrade, and this could come in the form of a Devil Fruit. Interestingly, there is a perfect Devil Fruit out there for her, and this is Hito Hito no Mi, Model: Zaza. The Zaza Devil Fruit was first revealed to us in the Elbaf arc of One Piece in chapter 1182, and since then we've been eagerly awaiting its unveiling. Somewhere out there in the world of One Piece, this Devil Fruit is lying dormant, waiting for someone to consume it, and Vivi is most likely that person. Given that this God only comes to the prayers for rain, which is directly linked to Arabasta, the Zaza fruit would be perfect for Vivi.

Of all the Straw Hat Pirates, Usopp needs a Devil Fruit the most. Usopp is quite a compelling character whose skill at sniping is second to none. However, in terms of physical attributes, he lags far behind the members of the crew, even the likes of Chopper and Nami.
Usopp is by far the weakest member of the Straw Hat Pirates, and he needs to level up a lot if he's going to keep up with the others. Of course, it's really fun to see Usopp make the best of what's available to him without relying on superhuman abilities. However, when fights get more difficult, Usopp may have to rely on powers like Devil Fruits.
