Muscular
Muscular likes to crush everything in sight without any rhyme or reason

Muscular is not exactly the type of villain that will set up an attack plan before approaching his goal. As shown in Forest Training Camp Arc, musculates will simply crush everything and everyone he sees as a threat with his gigantic muscles, which is greatly improved by his muscle enhancement. Unlike many antagonists in the series, there is no grand plan or schedule that tries to justify the huge amount of suffering and chaos as muscular causes.
The truth is that he is simply a serial killer who likes to see others rejoice in pain, and as a result he is killed more than his fair proportion of heroes throughout his career. Even when muscular breaks out of the Tartarus prison later in the story to avenge on Deku, he still comes over as a tall and quite naive villain which this time was taken down quite easily.

Denki Kaminari
Kaminari may lose his brain cells if he relies on heavy on his property

Most properties in My hero Academy Will have at least some kind of disadvantage to make sure they are not too overwhelming, but Kaminari's electrification limit puts a particularly heavy toll on the user. If Kaminari gets a little too driven by shooting sparks from his hands, it will fry his brain, making him more or less useless the rest of the battle.

When the endeavor began to soften and lose its hard border for a while after becoming the foremost Hero of Japan, it would not only be the readers and viewers who noticed this change, but also his loyal fans. Finish is an excellent example of this, being a lifelong fan of the hero who would be obsessed with trying to return to him to his cold and graceless persona that many knew him for.
To achieve this, he made the puzzling decision to kidnap one of Endeavors sons before confronted the hero on his own. Keep in mind that Endings Quirk, Whiteline, which allows him to manipulate and control lines drawn on the road, is not exactly the most reliable or powerful hit out there. As a result, he is quickly taken by the endeavor and his three students, which leads to an embarrassing defeat to end, which must clearly put a little more thought in his plans before he implements them.

Moonfish
A crazy murderer who just cares about consuming meat

While Moonfish is not in The League of Villains rank for a very long time, he does at least a good fight against the heroes after the villains have taken them in the forest training camp. As someone who was previously on the death line for their abominable crimes, Moonfish is one of the most dangerous criminals out there, but he always needs someone around him to point him to the goal, because he is not exactly a great strategist.
In sharp contrast, moonfish just cares about digging his extended teeth in the meat on their goals, so while he can be difficult to take down in an intense battle, he is also extremely brash and will rush into dangerous situations, often without thinking. Again, this makes him the perfect lackey for shigaraki and the rest of the league, which could use moonfish without asking any questions.

Gigantomachia
All for one's personal mutant pets taught to destroy, not think

As the prolonged personal bodyguard for one for one, the evil master term saw that the giant brute called gigantomachia would be completely loyal and subordinate to his master all the time. As a result, too much of the story, the extremely powerful mutant can only answer one for all's voice, and later Shigarakis, and is largely unable to think for yourself. In addition, Gigantomachia does not have exactly a very complex or tactical combat style, as he always chooses to simply crush his opponents with his giant fists and feet at any time he enters the proximity of the hero.

Although Teruo only makes a very short look under Pro Hero Arc, he is designed to be an example of the population's growing frustration with the Hero Society, although this guy does not exactly have the smartest method to protest. To strike out at his company after reading about Meta Liberation Army, Teruo stands outside their building and decides to abolish so that he can gain more power by using his shame.
In more than a few seconds, he is swept up by Pro Hero Hawks, which catches him quickly without even breaking sweat. Teruo could definitely have been a little more subtle with his badger, considering it outdoors for everyone to see is a pretty stupid decision and a sure way to be caught by a patrolling hero.

Minoru Mineta
Mineta's personal fantasies always distract him from the mission

Although he registered to become a hero, Mineta does not seem to be worried about proving himself to his teachers. Instead, Mineta will take every opportunity he can to either look at the female students while they change, or to hatch a grand plan where he can fulfill his fantasies without being caught red.
He is therefore not the most effective hero in terms of battle, shown under the early USJ arch, where he is mainly bailed out by Deku and TSUYU when the villains arrive. Minetta simply lets its desires take over his mind too easily, and it is this level of immaturity that prevents him from learning a lot in and outside the classroom.
