Most characters from other heroic schools in Japan were introduced under the preliminary Hero License exam, with one of the most prominent groups as third -year students at Ketsubutsu Academy High School. One of its most memorable members is Shikkui Makabewhich confronts UA's Class 1-A with its classmates during the first round of the exam.

Shikkui's Quirk, Stiveting, is the direct opposite of Kirishima's badger, because instead of hardening his own body, it allows him to harden other objects. With that, he can do something as everyday as rubber balls feel heavy and tight, as if they were made of concrete. It is an effective badger when used correctly, especially when combining it with Itejiro Toteki's badger, Boomerang. While Shikkui was not on the same level as Class 1-A, he still managed to get his preliminary heroic license and later became a pro hero after graduating.

This is because Inasa has one of the most powerful and versatile properties in the series, Whirlwind, which allows him to freely control the surrounding air, which means he can generate devastating tornado, whirlwind and hurricanes, but he can also use it to fly around at high speeds.
