However, some strong ones One Piece characters have failed to win any major fights in their lives. In some cases, it was because they were matched against much stronger opponents. Other times they were just unlucky and their fights were called off. Whatever the reason, these characters just couldn't break their duck.

7 Charlotte Smoothie

Charlotte Smoothie is the daughter of Big Mom. She is one of the Sweet Commanders, meaning she is among the best fighters within the crew. To put it simply, she can drain the life out of them, like squeezing juice from a fruit.
The ability is not limited to humans. She can use it on animals and any inanimate object as well. Despite having such a powerful ability at his disposal, Smoothie was unable to make much of an impact in the Whole Cake Island arc. It was a repeat in the Wano Country arc, where she was unable to help her fellow crew members.
6 Jack

Jack is a member of the All-Stars of the Beasts Pirates, making him one of Kaido's strongest minions. Jack was the first pirate revealed to have a bounty of 1 billion berries, which was a huge deal at the time. He has the power of Zou Zou no Mi, Model: Mammoth, which allows him to transform into the prehistoric creature.
The Devil Fruit gave him immense physical strength, allowing him to fight the likes of Inuarashi and Nekomamushi without rest. However, Jack was unable to win any major 1v1s in the series. He even reached a stalemate against the Mink Lords and would have lost in the end. To avoid this, he produced Caesar's poison gas and paralyzed the minks.
5 Marco

With this power, he can fly and regenerate from all types of damage. Marco is also skilled at using Haki, which he has proven many times. Unfortunately, Marco has been set up to fight characters much stronger than him. With the story already entering the final saga, Marco won't have much to break his duck.
4 Jesus Burgess

Jesus Burgess is the Titanic Captain of the First Ship of the Blackbeard Pirates. Not many people know, but he is also Blackbeard's right hand man. Burgess is a burly man, so he looks intimidating to his opponents. Originally, Burgess did not have a Devil Fruit, but he obtained one after the Dressrosa arc.
Burgess has Riki Riki no Mi, which is a Paramecia-type Devil Fruit that greatly increases his strength. Burgess can lift an entire mountain with his bare hands and hurl it at his enemies. Despite his insane physical abilities, Burgess has yet to win a battle in One Piece.
3 Gecko Moria

Gecko Moria is one of the few characters who captained two different pirate crews. Many years before the current timeline, he led the Gecko Pirates. However, after they were defeated by Kaido, Moria was forced to start another crew. His second crew came to be known as the Thriller Bark Pirates.
Gecko Moria has Kage Kage no Mi, which allows him to control shadows. Even with a Devil Fruit at his disposal, Gecko Moria has not been able to win a major fight.
2 Koby

Koby is a navy captain who has managed to gain a lot of fame in a short time. Garp actually believes that Koby is the future of the Marines. However, he has not managed to win a single major fight in the series. Koby has suffered humiliating losses against Luffy and Boa Hancock. But Koby hasn't let the defeats affect him too much, as he still believes he is capable of beating Luffy.

Smoker has the Moku Moku no Mi, a Logia-type Devil Fruit, which gives him the power to create and control smoke at will. While nowhere near the best Logia-type Devil Fruits, Smoker has learned to use the power effectively. Additionally, Smoker can use two types of Haki. Even with all his powers, Smoker hasn't won a major fight in One Piece. His screen time has also decreased, so there's no telling when fans might see him again.
