Officially entered correctly in Chapter 597 of One Piecewhich was released on August 30, 2010, in Shueisha's Weekly Shonen Jump Issue #39, Supreme King Haki is one of the most powerful abilities found in the series. Eiichiro Oda, the creator of One Piecehas brilliantly incorporated Supreme King Haki into the story, making it a power that only one in a million can wield. This power allows the user to display their willpower and use it not only to intimidate enemies but also to increase both the offensive and defensive abilities of a user. Only the very strongest can use Supreme King Haki properly.
At the top of all Supreme King users in the current era is none other than Red-haired Shanks, one of the Four Emperors of the Sea and Luffy's very own idol. While Shanks is incredibly powerful and remains at the top when it comes to the best users of Supreme King Haki, the Elbaf arc has now officially introduced yet another character with similar levels of Haki control and potentially even higher levels of overall strength. This character is none other than Shank's very own twin brother, Shamrock Figarland. On the surface, Shamrock may just look like a Shanks clone with strength that may seem lower, but taking into account all of his powers as well as the pacts with Imu, Shamrock's total strength may be even greater.
One Piece Chapter 1167 and 1179 confirm Shamrock Figarland as Shanks' equal
Shamrock Figarland and Shanks were both born in the God Valley about 39 years ago, which was officially confirmed in One Piece Chapter 1158. Being twins, Shamrock and Shanks were linked to fate itself, and they also had a similar level of talent right from birth. Considering that God Valley was the island of destiny itself, Shamrock and Shanks took very drastically different paths that put them at opposite ends. While Shamrock was raised as a celestial dragon in the sacred land of Marijoa, Shanks was raised by the Roger Pirates as their own son.

As such, Shanks grew to admire the free life of a pirate, as well as learning to defend the weak and protect his loved ones above all else. Shamrock, on the other hand, grew to follow the rules of the celestial dragons and look upon all the denizens of the lower world with disgust.
Regardless of their different personalities, one thing the two brothers have in common is immense strength. Shanks is already known to be one of the very powerful characters in the series, and this is backed up by his incredible performances in One Piece Chapter 1055, where he made Admiral Aramaki submit without even lifting a finger, and then later, in One Piece Chapter 1079, where he defeated both Eustass Kidd and Killer without even uttering a single word. Shanks is an absolute monster when it comes to using Conqueror's Haki, and the applications of Haki that he has shown have not been replicated by anyone else in the series to date.
However, in One Piece Chapter 1167, which takes us back 15 years in the past where Shanks went to Marijoa, it is officially stated by Garling Figarland that Shamrock actually had a higher strength compared to Shanks at that time. Garling actually believed that in order for Shanks to reach the Shamrock level, he would have to obtain a Depth's Covenant from Nerona Imu.

It is also stated in the story that Shanks and Shamrock are of a similar skill level. The only thing Shanks lacked to be a perfect match for Shamrock was the depth pact the latter had. As such, their skill is equal in all spheres, and this certainly includes Haki as well. Shamrock is a user of all Haki types, and on top of that, he also has a very unique ability to use his Conqueror's Haki to suppress his own presence. This level of skill is very rare in One Pieceas confirmed by One Piece Volume 4 billion, and something he shares with his brother. His full offensive output with Conqueror's Haki remains to be seen, but the same goes for Shank as well. Canonically speaking, One Piece chapters 1167 and 1179 support the claim that Shamrock is a top fighter who is no weaker than his brother in all areas, including Haki.

Shamrock hasn't committed to a full-fledged fight yet, but his strength has been highlighted by Eiichiro Oda time and time again. One Piece Chapter 1121, released on July 22, 2024, included Shamrock on the side of the main characters in the final saga of the story. The Elbaf arc officially introduced him in Chapter 1134, which was released on December 23, 2024, in Weekly Shounen Jump Issue #3-4.
Shamrock proceeded to confront Loki quickly and with just a single attack he nearly killed him. It must be noted that Loki was already bound by a Seastone, but he was also able to survive a fall from the Solar World to the Underworld as a baby. That Loki fears the strength of Shamrock surely says a lot about the latter. Furthermore, Shamrock openly challenged Loki, telling him that if he survived his attack, he would be ready to take on him in the future as a rival.

The portrayal of Shamrock by Eiichiro Oda clearly suggests that he is stronger than even Loki, and his appearance in the Holy Land of Marijoa immediately after, in chapter 1179, supports that as well.

Why Shamrock Figarland could potentially surpass Shanks In Power
While Shamrock being equal to Shanks in overall power is generally accepted by the vast majority of fans, one could actually argue that he should be even stronger than the redheaded emperor. First, if Shamrock and Shanks have the same skill, the latter still lags behind him because he doesn't have a deep alliance with Nerona Imu. Shamrock's Depths Covenant increases his overall strength to superhuman levels, grants infinite regeneration and immortality, and, in the case of Shamrock, even a Cerberus sword. Apparently, Shamrock is even better than Shanks in terms of physical strength and defensive abilities.
What can make Shamrocks undeniably stronger is his ability to receive an omen from Nerona Imu. Officially released in Shueisha's Weekly Shonen Jump Issue #21, One Piece Chapter 1180 introduced us to the power of the Omen. When Nerona Imu landed on Elbaf in Chapter 1179, he immediately used the power of the Omen in battle. To both of his underlings, Killingham and Sommers, he gave an omen, and this omen greatly increased their powers to sky-high levels.
In fact, they both started calling themselves a “super” version of themselves, and this omen can be given to any of his minions. Shamrock Figarland, who is already a rival to Shanks in terms of overall power, with an omen, would most likely go on to surpass Shanks overall level. With this Omen, Shamrock's Haki would be even greater than Shank's, as well as his overall fighting ability. Final Saga can only go on to demonstrate the latter.
