At present, in the story of one piece, Luffy's strongest power-up is actually one that he unlocked during Wano-Gear 5. Gear 5 is the awakening of his devil fruit, formerly known as Gomu Gomu No Mi.

Luffy was able to overcome many obstacles by driving itself beyond all boundaries and coming up with solutions directly, which made him a real wonderful child. But there is a character that is even more a wonderful than Luffy.

He even mimicked Roger's strongest techniques by simply observing them. Oda herself calls Shanks a great wonder.
