Without marines, pirates would be the dominant force in the One Piece. The people who serve the organization go to great lengths to ensure that pirates do not wreak havoc around the world. Obviously, some Marines are more dedicated to the cause and put more effort into their work.
Unfortunately, their actions are not always recognized. The higher ups can be biased and they can easily turn a blind eye to a soldier's performance if they want to. With that in mind, here are some Marines who should be promoted for their deeds.
7 Kujaku
Current rank: Rear Admiral
Kujaku is the grandson of Tsuru, who is a legendary marine. Kujaku is fearless and hardly bothered by challenges. She is confident in her abilities, which is why she does not hesitate to take on risky assignments.
Kujaku has Muchi Muchi no Mi, a Paramecia-type Devil Fruit. The power is tied to her whip. Once a person is hit by an attack, they will inevitably become subservient to Kujaku and follow her every command. This ability is not limited to living things; even inanimate things like buildings can be turned into obedient slaves. Kujaku was instrumental in Koby's rescue in Hachinosu. So she has proven that she deserves a promotion.
6 Prince Grave
Current rank: Rear Admiral
Prince Grus is part of the newer generation of marines. He is one of the few young Marines who has proven to be able to handle tough situations. Gravel was first introduced in a cover story involving Bege's family. But his real debut came in the Egghead arc.
Prince Grus is a talented combatant, as evidenced by his appearance in Hachinosu, where he helped Garp rescue Koby. Grus used his Gunyo Gunyo no Mi to create clay golems to both attack and distract the pirates on Hachinosu. Although Grus is incredibly talented, he may need to work a little harder to become a Vice Admiral.
5 Bogard
Current Rank: Unknown
Bogard is Monkey D. Garp's right-hand man. He has been part of the organization for decades and there is no doubt that he is loyal to the Marines. Bogard hasn't been involved in too many fights, but he has plenty of experience. He knows his limits, and he doesn't charge recklessly without thinking.
Bogard's rank is unclear, so it is assumed that he is at least an Ensign. If so, Bogard certainly deserves to be made a Rear Admiral or at least a Commodore. With the story quickly coming to a close, it won't be long before fans learn Bogard's true strength and rank.
4 Rosinante
Last known rank: Commander
Donquixote Rosinante was the son of Homing. Unlike her brother, Rosinante was kind and caring. He was aware that Doflamingo was headed down a path of destruction, so he decided to stop him by going undercover. Rosinante joined the Marines and went back to Doflamingo to monitor his activities.
Rosinante was excellent at his job, and his Devil Fruit was instrumental in helping him trick his brother and the rest of the crew. Rosinante's Nagi Nagi no Mi canceled out the ambient sound, making it perfect for his tricks. Rosinante got all the important details related to Doflamingo, and the latter would never have found out if it wasn't for Vergo. At the time of his death, Rosinante was only a commander. A man of his caliber should at least have been captain.
3 X-Drake

X-Drake is the captain of SWORD, a top secret organization within the Marines. For years he kept himself a secret, leading everyone to believe he was a supernova, with the goal of becoming a great pirate. X-Drake successfully infiltrated the Beasts Pirates to learn more about the Yonko's plans and inform his SWORD members about them.
X-Drake has Ryu Ryu no Mi, model: Allosaurus. It's an Ancient Zoan-type Devil Fruit that lets him transform into an Allosaurus. It greatly enhances his physical attributes, allowing him to fight stronger enemies with no problem. X-Drake is currently a Rear Admiral, but a promotion is certainly on the cards.
2 Koby
Current rank: Captain
At the time of his introduction, no one would have predicted that Koby would become one of the most underrated One Piece characters. He joined the Marine Corps after Luffy rescued him from Alvida's clutches. Garp then took Koby under his wing and trained him to become stronger. The training was a smashing success and Koby got better both physically and mentally.
Koby was involved in the Rocky Port Incident, which earned him the nickname “The Hero”. Koby was also involved in the massive battle at Hachinosu, where he managed to destroy Pizarro's massive arm with a single attack. Aside from these exploits, Koby also gained the support of Garp, who called him the future of the Marines. With all these things in mind, Koby deserves to be at least a Vice Admiral.
1 Smoker
Current rank: Vice Admiral
Smoker is one of the few recurring characters in One Piece who are not affiliated with the Straw Hat Pirates. Smoker debuted in the Loguetown arc, where he defeated Luffy and almost captured him as well. However, Dragon saved his son and thwarted Smoker's plans. Smoker didn't give up and he followed the Straw Hats into the Grand Line.
Despite his lack of screen time, Smoker remains a fan favorite, and they have high hopes for him. One of the main reasons Smoker deserves a promotion is because he is among the select few Marines who care about people's well-being. He is against the manipulation of news, which the current Marine Corps hierarchy is quite fond of. For now, Smoker will remain a vice admiral, but he will likely be the one leading the Marines.
