At the end of Solo department Season 2 made Jinwoo his hunting debut to the whole world by clearing Jeju Island. As the raid was livestreamed, the whole world saw Jinwoo's monstrous power, which was stronger than all Japanese and Korean S-ranked hunters together. This event would catapult Jinwoo into the stratosphere on world issues and get attention from the famous federal agency of hunters.

Under the leadership of the US government, the Federal Bureau of Hunters recruits aggressively strong hunters from all over the world to join them and thus strengthen the country's power on the world scene. The Korean S-Rank Hwang Dongsoo was one of the former recipients of their attention, who agreed to abandon Korea and join the United States after receiving an irresistible offer. Dongsoo easily accepted the deal and eventually went to national rank hunter Thomas Andre's Guild in America.

After scouting a potential recruitment, the Federal Bureau of Hunters will meet them and introduce them to the psychic Norma Selner. Norma is a raised hunter with a force that seems completely unique in Solo department Universe: The ability to increase another Hunter's power. As established early in the series, the power of a hunter is normally fixed in most circumstances. The only ways that have been revealed so far to a hunter to gain more power are to be awakened or called Sung Jinwoo. Recovery is believed to be extremely rare and usually gives only a slight increase in power.

Norma Selner's ability, however, can potentially increase all Hunter for 20% or 30% above several stages of using it on them. This is a tempting offer that is almost impossible to resist to many hunters, as it is realistic the only way they can gain power. Thanks to Norma, the United States is extremely strong in the world of hunters. They also have two of the national hunters, most of all countries. National level hunters are believed to be as powerful as a whole country's military and are highly valued in the war against the dungeons that appear around the world.

During season 3, Jinwoo will meet Norma and will initially be taken in with the offer in front of him. Although he is unsure of her claims, he is willing to try the first phase of Norma's upgrade force because it is said to come at no cost. But this trial-before-you-buy strategy is how the Federal Bureau of Hunters Hooks recruits. After experiencing a force increase from first and foremost, they will undoubtedly be tempted to follow when you complete the upgrade.
