The Blood Ties apply Warhammer 40K: Rogue Trader will have you investigate alleged treason by the Werserian family on Dargonus. This quest becomes available shortly after the start of Act 4, and it is directly related to Abelard, your trusty seneschal. There can be several outcomes from this Rogue Trader quest, and if you want to find the truth behind the whole ordeal, here's what you need to do.

To recap, Regina of House Sauerback is the culprit, but you won't be able to accuse her or her house of this unless you get proof. To do that you have to go back to the palace's main entrance and find Halen Gaprak by the stairs.
How to find the culprit in Rogue Trader's Blood Ties Quest
The mission officially begins when you land on Dargonus after Abelard has appraised you of the situation. Once you arrive there will be a number of bodies in front of the Von Valancius Palace. You can inspect the scene and gain some insight into what happened by passing a few skill checks, though in the end, none of this will help the investigation. Still, if you want some bonus XP, you might as well inspect the bodies and talk to the officer who greets you.
Enter the palace, and you'll be greeted by Governor Drivestem and Clementia Werserian in the throne room. Talk to them to get a better handle on the situation, but whatever you do, don't say the Werserians are guilty. This will immediately fail the mission, and Abelard's family will be publicly executed.
From here, you can either talk to the heads of House Gaprak and House Sauerback to gain more insight into what has happenedor you can go back to the main entrance of the palace to find a man praying to a shrine near the bottom of the stairs. This man is Halen Gaprak, and if you talked to Vicent Gaprak in the throne room, you'll know that Halen has been acting suspiciously lately.
When you see Halen Gaprak outside the throne room, he will suddenly collapse. Passing a Medicae or Awareness check (or having Heinrix in your party) will reveal that he was poisoned to death. Inspect Halen's body to find an offending note about a mysterious benefactor who offers to clear his debts if he accuses the Werserians of treason.
Go back to Urbend Drivestem and ask him if he saw Halen Gaprak recently. One of the Drivestem nobles will then say that they saw him talking to a gentleman nearby. Follow the Drivestem Aristocrat and then inspect the bench they point out. If you pass the Awareness check, Abelard will tell you that the bottle of wine you found bears the mark of House Sauerback.
After inspecting the bench, talk to Governor Drivestem again and deliver your verdict. Here, as in any good CRPG, you can choose to execute any of the high noble families you've spoken to in the throne room, but the correct answer here is House Sauerback.
To be clear, the real culprit here is Regina Sauerback. You won't be able to accuse her right away, but if you follow all the steps above, you will get an opportunity to let Abelard handle the sentence. Select that option if you don't want the entire House Sauerback to run.
If you don't tell the Drivestem nobles about the note on Halen's body, you won't get the opportunity to have Abelard handle the sentence. Also, if you talked to all the heads of the high noble houses, you will get additional dialogue options with awareness checks. Choosing these will not damn them, but passing the checks will net you bonus XP.
After the verdict, Regina will be publicly executed outside the palace, and for your reward, you will receive the Traitor's Ringan accessory charged with a single Liquefier shot that damages enemies in a 3-cell radius and applies the liquefied status to them. This is the only reward you can get from this quest (as far as I know).
